Viktor Biletskyi, Deputy Head of the Regional Service Center of the Ministry of Internal Affairs for the Rivne, Volyn, and Zhytomyr regions, has declared a sharp increase in family income alongside the use of high-end vehicles whose market value significantly exceeds the figures reported in his financial disclosures. The primary driver of the family’s wealth is the business owned by the official’s wife, which grew dozens of times over a single year.
This is evidenced by data from the Unified State Register of Declarations submitted by the official.
According to official filings for 2025, the Biletsky family’s total income reached 4 million UAH. The official’s personal salary accounted for 788,000 UAH, while the lion’s share of the budget was generated by his wife, Yuliia Biletska.
During the reporting period, Yuliia Biletska reported 3.23 million UAH in income from sole proprietorship activities. By comparison, in 2024, her business generated just 102,600 UAH, with total family earnings standing at 789,000 UAH. Her business revenue effectively multiplied by 31 times within a year. Additionally, she received minor social payouts from local municipal bodies and the State Pension Fund.
The family’s liquid financial assets include 1.2 million UAH in cash and bank accounts, as well as 65,000 USD, an accumulation that has grown steadily since 2019.
The family’s fleet raises further questions regarding declared valuations. In March 2024, Yuliia Biletska acquired a 2021 Tesla Model Y, listing its value at 400,000 UAH. However, secondary market prices for this model in Ukraine during that period ranged between $22,000 and $27,000 (approximately 850,000 to 1.1 million UAH), representing a two- to two-and-a-half-fold gap below real market values.
Additionally, as of September 2025, Viktor Biletskyi gained rights to drive a brand-new 2025 Škoda Kodiaq owned by a third party, Inha Kuchynska. The declaration marks the asset’s value as «not applicable,» even though base market retail prices for a new Kodiaq of that model year start at 1.7 million UAH in Ukraine. Previously, the official declared free use of a Toyota Camry owned by the same individual.
The family’s declared real estate footprint includes a residential house in Zhytomyr, two land parcels in Zarichany, and several agricultural structures in the village of Kmytiv—including a 165.6 m² dairy block and a 762 m² barn—registered under the official’s name since 2008 without specified valuations.
Despite these substantial shifts in financial standing and asset acquisitions, the expenditure section of the official’s 2025 declaration remains blank, while his self-assessment regarding high corruption risks was marked as negative.
