Yuriy Kardashevskyi, Head of the Internal Control Department at the National Agency on Corruption Prevention (NAPC), has declared new real estate in Kyiv Oblast, a fleet renewal, and a multi-million interest-free loan taken out by his wife. This is according to data from the Unified State Register of Asset Declarations of Public Officials.
In July 2025, the official’s wife, Olha Kardashevtska, acquired ownership of a residential house measuring 116.7 sq. m and a land plot of 260 sq. m in the village of Svyatopetrivske, Bucha District, Kyiv Oblast. The total declared value of this real estate was nearly UAH 3.16 million (UAH 2.76 million for the house and UAH 403 thousand for the land plot).
Interestingly, two weeks prior to acquiring the country house, on July 1, 2025, Olha Kardashevtska received an interest-free loan of UAH 4 million from Kateryna Kardashevtska. As of the end of 2025, the debt had not decreased by a single hryvnia. Meanwhile, the official wife’s total official income for the entire year of 2025 amounted to only UAH 293 thousand, derived from sole proprietorship (FOP) activities, college teaching, rental income, and a salary at the family dental clinic «A-M Dent.»
Kateryna Kardashevtska appears in the reporting not only as a lender. Since June 2025, Yuriy Kardashevskyi has been using a 2022 Toyota Highlander owned by her, the value of which is not specified in the declaration. Since Kateryna Kardashevtska is not a family member under the Law «On Prevention of Corruption,» the source of origin of the UAH 4 million she provided is not reflected in public registers.
In late August 2026, the official purchased a new 2026 Toyota Camry for UAH 2.13 million from a Lviv dealer, «Service Center ‘Diamant’ LLC.» A few months prior to this purchase, in March 2026, Kardashevskyi sold unspecified movable property for UAH 949 thousand. At the same time, a 2021 Mazda CX-30, a 2009 Harley-Davidson Fat Bob motorcycle, and a vintage 1993 Ford Escort remained in his garage.

The family’s primary source of income is Yuriy Kardashevskyi’s salary at the NAPC, which totaled UAH 2.79 million for 2025. The couple’s total combined paper income for the year exceeded UAH 3 million, but most of the funds go toward current expenses and asset acquisitions. Cash savings are modest—USD 2,000 for each spouse and UAH 130 thousand in bank accounts.
In addition to the Kyiv property, the family resides free of charge in a house measuring 125.4 sq. m in the village of Solonka near Lviv, owned by the wife since 2020. She also owns a 51.4 sq. m apartment in Lviv and a 33.3% stake in the «A-M Dent» dental clinic. Kardashevskyi himself owns a house and two land plots in Zvenyhorod, and rents a 92.8 sq. m apartment in Kyiv. Previously, he worked as a senior detective at the National Anti-Corruption Bureau of Ukraine (NABU) before heading the Internal Control Department at the NAPC.
