Law enforcement agencies are reviewing the financial background and property assets of Denys Shymon, an administrator at the Territorial Service Center of the Ministry of Internal Affairs No. 2143 in Kraynykovo, Zakarpattia region. During the full-scale war, the family of the former police officer registered ownership of a luxury SPA hotel, a sauna complex, multiple residential properties, and nearly one hectare of land — assets that significantly exceed the official income of the public servant. As part of the proceedings, detectives issued official demands to banking institutions for full account statements tracking the family’s financial transactions from January 1, 2022, to December 31, 2024.
According to investigation filings, authorities are inspecting the financial activities of four individuals: Denys Shymon, his wife Anna, and her parents, Ivan and Hanna Loyko. Official declarations reveal that Shymon’s earnings in 2023 comprised a salary of 291.2 thousand UAH (approximately 24 thousand UAH per month) from the Ministry of Internal Affairs, supplemented by approximately 57 thousand UAH in police and social benefits.
Despite these moderate official figures, the family’s wealth expanded rapidly. Recent asset disclosures reveal a steady growth of land plots and real estate, the total market value of which drastically exceeds their declared income and savings.
The growth of the family’s property portfolio unfolded across several stages:
Landholdings: The family holds six land plots totaling over 9,200 square meters (nearly 1 hectare). Shymon acquired two plots (5,000 square meters and 1,100 square meters) in September 2018, while his wife, Anna, acquired three additional plots totaling over 3,100 square meters between 2015 and 2020.
Hotel and Restaurant Development: In 2023, during the ongoing full-scale invasion, Shymon declared an unfinished hotel and restaurant complex registered under his wife’s name. Notably, the total square footage of this commercial project was omitted from the official disclosure.
The acquisition that drew the highest scrutiny from investigators occurred in July 2024. Anna Shymon registered ownership of a 617.5-square-meter SPA hotel complex comprising two main buildings on the grounds of the former Baylovo health resort. The resort had fallen into disrepair in the 1990s and remained abandoned for decades.
While the declared purchase price for the property was listed at 6.8 million UAH (roughly $260 per square meter), industry experts note that a full reconstruction, infrastructure updates, and modern SPA installations typically require investments starting at 20 million UAH. Further properties, including a sauna facility and a residential house documented under her parents’ names, were added to the family’s holdings in 2024.

In contrast to the expansive real estate holdings, Shymon’s vehicle disclosures remain understated. Since November 2023, the official has reported using only a service-issued VAZ 21093 (2002 model) provided by the Ministry of Internal Affairs, while his wife has owned a 2012 Fiat Doblo since 2016.
However, financial records show substantial cash holdings exceeding 770 thousand UAH, alongside an additional 870 thousand UAH reported from property sales to a private citizen. Detectives are focusing heavily on the fact that Shymon maintains active bank accounts across 18 separate financial institutions, a pattern investigators suspect may indicate attempt to fragment money flows. The analysis of the requested bank records remains ongoing.
