The National Agency on Corruption Prevention (NACP) has placed heightened focus on the financial declarations of local government officials. The official financial filings of Volodymyr Kravets, head of the Vishnivets territorial community in the Kremenets district of the Ternopil region, have recently drawn significant public and journalistic attention. The disclosed records reveal substantial cash reserves, high-value real estate acquisitions made within a single day, and an extensive land bank acquired at valuations noticeably lower than prevailing market rates.
According to the filed declaration, the total official income of the official’s household for the reporting period reached approximately 1.5 million UAH. Volodymyr Kravets reported 496,000 UAH in salary as head of the community alongside 360,000 UAH earned from leasing assets to individual entrepreneur V. V. Fendych, totaling 856,000 UAH. His wife, Oksana Kravets, declared an income of 685,000 UAH, consisting of 653,000 UAH in salary and 32,000 UAH in alimony payments from a previous marriage.
Oksana Kravets earns her primary salary from the private agricultural enterprise «Dobryi Samaryanyn.» Notably, Volodymyr Kravets founded this enterprise in the village of Butyn during the 2000s, managed it for many years, and went on to establish a political party under the same name in 2014. The agricultural firm—which holds a registered charter capital of 24.8 million UAH—is currently officially registered under Vasyl Namysnyak, with Yulia Volyanyk serving as its operational director.
Despite maintaining active bank accounts at PrivatBank and Oschadbank, the filed declaration lists zero remaining balances across these financial institutions. Instead, the couple retains their savings almost exclusively in physical cash:
Volodymyr Kravets: 2 million UAH and 85,000 USD;
Oksana Kravets: 50,000 UAH and 25,000 USD.
«Relative to the household’s annual declared earnings, the volume of held cash represents a standalone asset class that warrants clear verification regarding its underlying sources,» anti-corruption analysts note.
The most significant shifts in the official’s asset holdings occurred in the spring of 2024. On April 20, Volodymyr Kravets registered an extensive real estate portfolio in the city of Ternopil valued at nearly 8 million UAH in a single day. The transactions included:
A luxury residential apartment spanning 342 sq. m valued at 6.42 million UAH;
A storage unit measuring 6.3 sq. m valued at 125,000 UAH;
Two dedicated parking spaces (18 sq. m and 17.7 sq. m) valued at 712,000 UAH and 700,000 UAH, respectively.
This follows an earlier purchase in November 2021, when his wife acquired a 93 sq. m apartment in Ternopil for 1.33 million UAH. Furthermore, between August and November 2024, two additional apartments in the town of Vishnivets were registered under her name (39.1 sq. m for 627,000 UAH and 26 sq. m for 415,000 UAH).
These residential holdings complement existing real estate in the home region, including a 100 sq. m residential property in Butyn, a 75.2 sq. m apartment in Vishnivets acquired in 2023 for 1.1 million UAH, and a series of commercial and industrial facilities—a flour mill (463 sq. m), a community hall building (798 sq. m), a retail store, a sports equipment warehouse, and a 555 sq. m non-residential facility. Kravets also holds the trademark rights to «Balagur,» a commercial catering brand established in 2007.
The official’s declaration lists 13 land parcels encompassing approximately 188,700 sq. m (nearly 19 hectares). The land bank spans several regional settlements, including Vishnivets, Butyn, Velykyi Kunynets, Dzvynyacha, Zalistsi, and Zaruddya.
An analysis of the declared valuations raises questions among real estate specialists due to prices that sit significantly below regional market standards for 2023–2024:
A parcel measuring 16,000 sq. m is listed at 37,000 UAH;
A parcel measuring 17,600 sq. m is listed at 35,000 UAH;
A parcel measuring 22,000 sq. m (over 2 hectares) is listed at 59,000 UAH.
Certain land acquisitions—such as a 3.9-hectare parcel in Zaruddya registered on July 26, 2024—contain no listed valuation, marked instead with the designation «not applicable.»
The family’s motor pool consists of a MAN TGX commercial truck (2010 model), an ODAZ semi-trailer, and three Renault Megane passenger cars. The most recent vehicle was acquired by his wife in May 2024 for 25,000 UAH. The filing reflects no corporate rights or beneficial ownership in legal entities.
Under Ukrainian anti-corruption regulations, the submitted asset declaration presents several indicators that may warrant lifestyle monitoring or a full audit:
Origin of Cash Reserves: The requirement to substantiate the legal origin of over 110,000 USD equivalent in cash against declared annual household earnings.
