Ihor Melnyuk, Head of the Regional Service Center of the Ministry of Internal Affairs covering Khmelnytskyi, Zhytomyr, and Vinnytsia regions, has released his official asset declaration. According to the document, the official acquired a residential apartment valued at nearly 2.8 million UAH, drives an expensive borrowed crossover worth 1.5 million UAH, and resides in properties owned by third parties.
In February 2024, Ihor Melnyuk registered ownership of a 63.7 sq. m apartment in Ternopil valued at 2.756 million UAH. The purchase was financed through an Oschadbank mortgage loan of 1.61 million UAH, with his wife, Mariana, acting as guarantor. Over the past year, the debt saw modest repayment: 84,000 UAH paid toward the principal and 110,000 UAH toward interest.
The family also holds several other real estate assets:
Commercial Premises: 267.5 sq. m in Ternopil valued at 1.6 million UAH (co-owned equally by his wife and Iryna Kozyra).
Residential House: 16.9 sq. m in Ihrovytsia along with two land plots (registered under his wife in June 2024).
Land Plots: A 2-hectare plot in the Zbarazh community (declared at 3,600 UAH) and 600 sq. m in Ternopil, both owned directly by the official.
Despite acquiring his own apartment, Melnyuk and his family actually reside in a 163 sq. m home in Ternopil owned by Nadiia Romaniv. Additionally, starting September 2025, Melnyuk declared use of a 54 sq. m apartment in Khmelnytskyi owned by Oleksandr Karelov.
Since October 2025, the Service Center head has been driving a 2021 Toyota Venza valued at 1.48 million UAH. The vehicle belongs to Nadiia Yasinovska, while Melnyuk is listed as the primary driver and his wife as the designated user. The family’s sole owned vehicle remains a 2006 SsangYong Kyron valued at 64,000 UAH.
The family’s total annual income reached approximately 945,000 UAH. The bulk came from Melnyuk’s official salary of 903,000 UAH across two branches of the Main Service Center of the MIA. His wife declared 17,000 UAH from «green tariff» energy sales and 25,000 UAH from land rental income.
Liquid savings remain modest: around 123,000 UAH in bank accounts, 135,000 UAH in cash, and nearly $2,800 USD. However, the absence of major reported expenses during the reporting period—alongside low-value land appraisals and borrowed high-value assets—may draw scrutiny from the National Agency on Corruption Prevention (NACP) during routine lifestyle audits.
