Volodymyr Lukianchuk, Head of Territorial Service Center of the Ministry of Internal Affairs No. 0743 in Kamin-Kashyrskyi, has declared the purchase of a 2013 Mitsubishi Pajero Wagon SUV for 600,000 hryvnias. The acquisition took place in late November 2025, but the reports submitted by the official raised numerous questions regarding asset movement and financial inconsistencies.
According to the 2025 asset declaration, the official’s family lives in the urban-type settlement of Ratne in the Volyn region. Real estate holdings have remained unchanged for years: a 917 sq. m land plot, a 128.8 sq. m residential house, and a 33.1 sq. m bathhouse are all registered directly to the head of the service center.
The family’s vehicle fleet expanded on November 27, 2025, when Volodymyr Lukianchuk bought the Mitsubishi Pajero Wagon for 600,000 UAH. Meanwhile, prices for similar models on the secondary market during that period started at 620,000 UAH, placing the transaction amount at the lower end of the market range.
Additionally, other vehicles remain at the family’s disposal:
Audi A6 (2017) — registered to his wife (purchased in 2023 for 484.9 thousand UAH);
Toyota RAV4 (2010) — registered to Iryna Lukianchuk, used temporarily by the couple;
Kazanka boat (1999) and a Knott trailer (2011).
The official’s total income for the reporting period amounted to approximately 1.32 million UAH. Specifically, he declared 678,000 UAH in salary from the MIA service center, 180,000 UAH in pension, and 460,000 UAH from the sale of movable property to citizen Vasyl Stanko. The family’s cash savings total 22,000 US dollars combined, along with 55,000 UAH in a PrivatBank account.
«The main change in 2025 is the Pajero and two November notifications regarding significant changes in property (November 12 and 29). Simultaneously, he declared the sale of real estate on November 5: ownership rights were ‘terminated.’ However, the house, bathhouse, and land remain in place in the real estate section,» the report notes.
Analysts and observers have pointed out several gaps in the public servant’s official declarations. Notably, on the day the SUV was purchased, an expenditure transaction of 600,000 UAH appeared in the expenses section, yet its subject was listed as «real estate»—meaning the official either bought another property for the same amount or made a technical error when filling out the form. A second potential discrepancy involves income from the property sale to Stanko against the background of an unclear picture regarding exactly which asset was realized prior to purchasing the new vehicle.
The issue of transparency regarding civil servants’ income and state officials’ declarations remains in the spotlight. The public and relevant oversight bodies await more detailed clarifications regarding the financial reporting submitted by the service center head.
