Pavel Pavlyshin, a candidate for the top position at the state enterprise NAEK Energoatom and former head of the Rivne Nuclear Power Plant (RNPP), together with his close family members, owns an extensive portfolio of high-value assets. These include luxury apartments in Kyiv’s elite residential complexes, properties across Kyiv and Rivne regions, premium vehicles, and corporate holdings—the total market value of which drastically exceeds the family’s officially declared income.

Pavlyshin led the Rivne Nuclear Power Plant for a decade, establishing himself as one of the most influential figures in Varash, where most residents are connected to the region’s primary enterprise. Having worked at the plant in various roles since 1993, he built significant regional influence. Currently, his family owns several real estate units directly in the Varash area: a 255.1 sq. m residential house, a 203.7 sq. m commercial facility in Varash, and a land plot in Stara Rafalivka.
The disparity between his official earnings and his actual assets raises serious questions. In 2020, Pavlyshin’s monthly salary as head of the RNPP was 270,000 UAH. While substantial for the state sector, these official earnings fall far short of funding his portfolio of properties, while his wife—a former plant employee—declared only pension benefits.

The family began acquiring prime Kyiv real estate back in 2014. At the time, his 19-year-old son Anton was registered as the owner of a three-room apartment (121 sq. m) in the Sonyachna Brama residential complex, currently valued at roughly $220,000 USD. Caller ID registries on GetContact show Pavlyshin’s phone number tagged as «Pavel Sonyachna Brama» and «Pavel owner rent Sonyachna Brama,» indicating the property is being leased out. In 2020, Pavlyshin personally acquired another 120 sq. m apartment in the upscale Novopecherski Lypky complex, where prices for similar units start at $450,000 USD.

Beyond real estate, the former RNPP chief holds a high-end vehicle fleet. According to official disclosures, his assets include:
Mercedes-Benz S400 (2021 model year);
Mercedes-Benz GLE 350D 4MATIC (2018 model year);
Harley-Davidson motorcycle (2013 model year).
The combined declared value of the two Mercedes-Benz vehicles alone stands at approximately 5 million UAH.
Simultaneously, the family’s business ventures have expanded beyond the Rivne region. His son, Yevhen Pavlyshin, operates businesses in the Kyiv region, holding personal title to a residential house in Bucha, several apartments in Hostomel, and commercial space in Irpin. He drives a new 2023 Toyota Hilux SUV valued at around $50,000 USD.
The family continues to accumulate assets in their home region as well. Yevhen Pavlyshin recently co-founded Yarema Invest LLC alongside long-time business partner Anton Maevsky. The newly established firm already holds 15 real estate properties and a land plot across the Varash and Volodymyrets districts.
However, these business operations have drawn scrutiny from law enforcement. State prosecutors are currently pursuing legal action to reclaim one of the land plots occupied by Yevhen Pavlyshin. Questions are also emerging regarding the legitimacy of the land acquisition underlying the local «Kholodok» recreation center. Against the backdrop of Pavel Pavlyshin’s candidacy to lead NAEK Energoatom, the source of his family’s wealth and ongoing land disputes remain under intense public scrutiny.
