Artem Husak, Director of the Department at the Ministry for Communities and Territories Development—whose candidacy is being considered for the post of Deputy Minister for European Integration—has published his annual income declaration. According to the document, the official earns a salary of nearly one million hryvnias, while his wife holds a stake in one of the country’s largest book publishing houses.
Artem Husak’s official earnings at the ministry amounted to UAH 975.6 thousand, making it his primary source of income. Additional funds for the official include state payments through cashback and support programs. The official’s wife, Anna Trubetska, declared social benefits, assistance from a public organization, and UAH 55.5 thousand in dividends from LLC «Publishing House RM».
Additionally, the family holds cash savings and bank accounts. Specifically, the candidate for deputy minister keeps $12 thousand and UAH 90 thousand in cash, with over UAH 465 thousand stored in PrivatBank. His wife owns $4 thousand and UAH 110 thousand in cash.
The family’s only residence is a modest 43.4 sq. m apartment in Kyiv valued at UAH 650 thousand, split equally between the spouses. They also declared free use of this housing alongside a third co-owner, Alevtina Nikolaienko. Changes occurred in the transport section of the declaration: a 2011 Mazda 3 was removed from ownership during the year, and the wife received UAH 100 thousand from the disposal of movable property.
Anna Trubetska’s business asset draws particular attention in the declaration. Since July 2023, she has owned a 33.33% stake in LLC «Publishing House RM» (formerly «Ridna Mova»), which has entered the top Ukrainian publishing houses with multi-million financial figures over the past year. The nominal value of this share is estimated in the document at UAH 333.

These include inconsistencies regarding the sale of the vehicle, the correlation between market prices and declared income, and the transparency of dividend payouts from a successful publishing house against the backdrop of the company’s multi-million turnovers.
Additional questions concern the origin of considerable cash savings amid modest official earnings and clarifying the status of the third co-owner of the capital city apartment. Passing a rigorous e-declaration verification will be a key step for the future deputy minister before his official appointment.
