Public records and state registry data point to a potential conflict of interest: a local driving school whose students take exams and receive licenses at Bodyak’s center operates directly on property owned by his family.
The entity in question is PE «Training Center Autostar» — a private business that regularly trains driver candidates. Despite the company’s formal independence, its actual operations in Kremenets are closely intertwined with the commercial assets of the official’s family.
According to official records listing course locations, Autostar’s primary training facility in Kremenets is situated at 51 Dubenska Street. The exact same address serves as the registered legal entity for LLC «Kremenets Auto Transportation Enterprise,» which is officially owned by Olha Bodyak — wife of the service center chief.
This location has previously drawn public and law enforcement scrutiny. An auto refueling station formerly operated at 51 Dubenska Street, giving rise to a criminal investigation that was later closed. Nevertheless, the site continues to draw attention due to the overlap between the business holdings of the official’s family and the private entity involved in the licensing pipeline.
While Autostar’s legal address is registered in the village of Ploske at 6A Zavalya Street, the actual instructional classes and practical driving sessions take place at the facility controlled by the chief examiner’s wife.
According to the Unified State Register of Legal Entities, PE «TC Autostar» was incorporated on September 22, 2017, with a charter capital of just 1,000 UAH. Its sole founder, director, and ultimate beneficial owner is Serhiy Shevchuk.
Despite holding an active MIA license (No. 001942) and listing driver training as its primary line of business, the enterprise maintains a wide commercial portfolio. Its registered activities also include:
Maintenance and repair of motor vehicles;
Wholesale and retail trade of auto parts;
Taxi operations and freight transport;
Automobile rentals;
Advertising and insurance services.
Beyond consumer services, the driving school actively interacts with public funds, regularly securing official training procurement contracts from local municipal utilities.
At its Kremenets facility, the school provides instruction across multiple license categories. Full course fees (covering both theory and practical training) run approximately 4,500 UAH for Category B, around 7,500 UAH for commercial Category C, and approximately 4,500 UAH for motorcycle categories. The center also actively markets courses for tractor drivers and dangerous goods transport (ADR/DOPNV).
Formally, PE «TC Autostar» and the MIA Service Center are distinct legal entities. However, the operational setup — where the driving school operates on property belonging to the service center head’s wife, while the center under Petro Bodyak administers the final exams and issues licenses to those same graduates — creates significant risks regarding evaluation objectivity and warrants closer regulatory review.
