Family.
Brother — oligarch, businessman-developer — Pavel Fuks

Compromise
Roman is the younger brother of the odious oligarch Pavlo Fuks, who fraudulently obtained Ukrainian citizenship and is now cynically robbing Ukraine.
Fuks is a co-owner of several companies, and in the past he also owned a stake in the Teremok pancake chain. “Roman is not a partner or shareholder of Teremok. He has no position and is not a shareholder. I know nothing about Roman’s projects,” Mykhailo Honcharov, founder of the pancake chain, told Forbes. As of at least October 2010, Roman Fuks was one of the co-owners of Teremok, according to the Unified State Register of Legal Entities. Later, Fuks withdrew from the capital of Teremok-Region LLC and Teremok-Street LLC, and owned 25% in these companies. Now the same 25% in these structures belong to the owner with the same surname — Olga Fuks, according to SPARK data.

Roman Fuks himself remains the owner of 25% of the authorized capital of Teremok-Invest JSC. From 2010 to 2013, Roman Fuks was also listed as the founder of Olter and was its main owner until August 2014. It is now part of the MosCityGroup of Mr. Fuks’ brother Pavlo. «In 2008, Alter began building the Sky House residential complex with an area of almost 145,000 square meters on Mytna Street. At the end of 2018, a criminal case of fraud was opened against the developer. Investigations revealed that the company was misusing the funds of shareholders. This could be a sign of withdrawal of funds from the construction, said Alexander Goncharov, deputy chairman of Moskomstroyinvest. The house has been built, but has not yet been put into operation, TASS notes.
Pavel Fuks was also put on the wanted list earlier. He was included in the list of Ukrainian citizens against whom Russia imposed sanctions in November 2018. Pavlo Fuks is familiar with US President Donald Trump. In 2005 and 2006, he discussed with Trump permission to name a new skyscraper in Moscow Trump Tower, and Trump asked for $20 million, Fuchs said in an interview with Bloomberg. Pavel Fuchs attended Trump’s inauguration in Washington, D.C., The New York Times reported. From 2010 to 2015, Fuchs was one of the shareholders of Sovcombank.

Ex-co-owner of Teremok Roman Fuks is wanted in a fraud case
Roman Fuks, the former co-owner of the Teremok chain and business developer, has been put on the wanted list, a source close to the investigation told TASS. According to the source, Fuks was charged in absentia with fraud on a particularly large scale (Part 4 of Article 159 of the Criminal Code). The case concerns the construction of a building on Mytnaya Street in Moscow (near Gorky Park).
Investigators are asking for the businessman’s arrest, a representative of Moscow’s Tagansky Court told TASS.
“Communists live in Land Rovers”
In 2011, Roman Fuks ran for the sixth convocation of the State Duma of the Russian Federation on behalf of the Communist Party. But the case did not go beyond registration.

Sergei Rumyantsev, director of the Center for Applied Research and Programs and a member of the board of the Russian Association of Political Consultants, commented on the situation: «Eight years later, it’s hard to understand why a person would agree to be nominated on the federal list of the Communist Party, and even as the sixth number in one of the regional groups. In 2011, there was no trend toward a serious decline in the United Russia rating, so the candidate’s chances were very slim.»
Sergei Rumyantsev suggests that the party needed Roman Fuks with his financial capabilities more than he needed it. But the terms of the «deal» are anyone’s guess.

“In general, the status of a deputy gives privileges, such as parliamentary immunity and the ability to lobby through contacts and connections; all this is a kind of “coveted prize” for some candidates, for which it is worth winning elections,” concludes Rumyantsev.
. The fact is that it was at that time that the Fuks began to have serious business problems in Russia. The deputy could have “covered” the younger one, especially since the 6th convocation of the Duma was elected for five years for the first time. But it did not work out.
OBOZREVATEL’s sources say that the younger brother has always been a screen for the older one, a nominal holder of the family’s wealth.
Longtime friends
Vladimir Ter-Avanesov is Teremko’s second shareholder. Like Pavlo, he was a partner of Oleksandr Ter-Avanesov in the joint venture Tradeinvest.
In 2004, Alexander Ter-Avanesov and Pavel Fuks built the Kaluga shopping center together and participated in the construction of the Atrium shopping center. Like their brothers, Roman Fuks and Vladimir Ter-Avanesov have been cooperating for a long time.
10 non-profit partnerships
According to SPARK, Roman Fuks is the head of three and the founder of seven dacha non-profit partnerships. All ten organizations are registered at the same address.

A million dollars for “consultations”
The Fuchs brothers transferred a million dollars to a Moscow City Hall official for “consultations” and received a building plot in the center of Moscow.
In the summer of 2015, the New York office of Barclays Bank found a transfer to the account of former Moscow vice mayor and supervisor of the Moscow City complex, Joseph Ordzhonikidze, for “consultations” suspicious. A document from the US Treasury Department’s Financial Crimes Enforcement Network (FinCEN), leaked the day before, says that the funds were transferred by the BEM Global Corp of brothers Pavel and Roman Fuks, the Russian bureau of Forbes reports.

Investigators, citing FinCEN documents, say that Pavel Fuks and his brother transferred one million dollars to an official from the Moscow mayor’s office. At the time, Pavel and Roman Fuks were engaged in the construction of residential, commercial and retail real estate in the Russian capital.

Resume.
Roman Fuks and his brother Pavel worked well together. They covered for each other and laundered money on the construction of the residential complex. The only difference between Roman and Pavel, apart from their age, is that Pavel is a public figure, while Roman always hides in the shadows. The brothers have the same goal — money.
