On January 16, 2014, he voted for the “dictatorial laws” — a package of anti-democratic laws that significantly restricted the rights of citizens and freedom of speech.
On March 28, 2014, he submitted documents to the Central Election Commission of Ukraine for registration as a presidential candidate. He submitted a full package of documents to the CEC, including a deposit of UAH 2.5 million. He did not receive support at the last congress of the Party of Regions and was expelled from the Party of Regions on April 7, 2014. He is a self-nominated candidate. On April 29, 2014, he announced the withdrawal of his candidacy. On May 1, he filed an application to the CEC with a request to withdraw his candidacy from the presidential election, and on May 2, he was withdrawn.
On June 3, 2014, the Verkhovna Rada, by the votes of 235 MPs with the required minimum of 226, stripped Tsaryov of parliamentary immunity and agreed to his arrest. At that time, Tsarev was in Crimea, and according to his own words, he intended to continue his struggle against the Ukrainian authorities.
On June 26, 2014, he was elected “speaker of the parliament” of the Union of People’s Republics, an association of the so-called DPR and LPR, which the Prosecutor General’s Office of Ukraine classifies as terrorist organizations. He is affiliated with the “Committee for the Salvation of Ukraine”, established in Moscow on August 3, 2015 by former high-ranking Ukrainian officials of the Yanukovych presidency.

Compromising material
By mid-April 2014, 3 criminal cases were opened against Oleg Tsarev for calling for changing the territorial integrity of Ukraine through its federalization, taking actions to change the borders of Ukraine, and calling for the violent change and overthrow of the constitutional order.
In May 2014, the Swiss Federal Department of Economic Affairs, Education and Research published a blacklist, which, along with Tsarev, included the head of the Russian Presidential Administration Vyacheslav Volodin, the commander of the Russian Airborne Forces Vladimir Shamanov, the head of the State Duma Committee on Constitutional Legislation and State Building Vladimir Pligin, as well as a number of figures from the Republic of Crimea, the DPR and the LPR.

The General Prosecutor’s Office of Ukraine submitted a motion to the Verkhovna Rada to bring MP Oleh Tsaryov to criminal responsibility and detain him for the purpose of choosing a preventive measure. On June 3, the Verkhovna Rada, by a vote of 235 MPs out of the required minimum of 226, stripped Tsaryov of his parliamentary immunity and agreed to his arrest.
At that time, Tsarev was in Crimea, and, according to him, he intended to continue his struggle with the Ukrainian authorities.
On the same day, the deputy head of the state administration of Dnipropetrovs’k region, Borys Filatov, posted on Facebook that the headquarters of the national defense of Dnipropetrovs’k region had announced a reward of $500,000 for the delivery of Tsarev to Ukrainian law enforcement agencies.
On June 12, the acting Prosecutor General of Ukraine Oleh Makhnitsky said that his office had put Oleg Tsarev on the wanted list, which will be handled by the Ministry of Internal Affairs of Ukraine.

On July 4, 2014, the head of the SBU, Valentyn Nalyvaichenko, said that Oleg Tsarev participated in meetings on committing terrorist acts in Ukraine and, together with an adviser to Russian President Vladimir Putin, planned military aggression in Crimea.


The SBU plans to interrogate Tsarev on the subject of criminal ties with Sergei Aksyonov, who became Prime Minister of Crimea during the February events on the peninsula.

On October 22, 2014, the Minister of Education of Ukraine Serhiy Kvit announced that Oleh Tsaryov was involved in corruption schemes used in the Ministry. The Ministry decided to produce textbooks exclusively on domestic paper, which was sold by the MP’s enterprises at a higher price and in insufficient quantities.
At the same time, part of the paper supplied for textbooks was purchased abroad by Tsarev’ s companies and passed off as their own.
Also, the news surfaced online that Volodymyr Parasyuk, during a search of a house on the outskirts of Dnipro, found a huge number of dildos and photos of intimate nature with elderly women.



After this scandal, according to some reports, Russian deputies refused to accept Tsarev to the State Duma.
Tsarev also had a traffic police fine of 5,000 rubles.
Tsarev organized a corruption scheme with the purchase of paper for textbooks
Former Party of Regions deputy Oleh Tsaryov was involved in a corruption scheme when printing textbooks. The head of the Ministry of Education, Serhiy Kvit, told this on the air of the program “Slidstvo.Info” on Hromadske TV. According to the minister, the corruption was not only in the fact that certain publishing houses were given priority, but also in the choice of a paper supplier.
“It was decided that only ‘national’ paper would do. Domestic paper was produced at an enterprise owned by Tsarev, an MP. It was more expensive than foreign paper and there was a shortage of it. As far as I understood, Tsarev bought paper somewhere, passed it off as national paper and sold it at a higher price,” Kvit said.
According to the minister, criminal proceedings over these facts have already been opened.
“Another problem is that the people who were directly involved in this — we do not have sufficient grounds to fire them. If we act unlawfully, they will have every opportunity to challenge it in the courts, and then their position will be stronger. That is why we are reorganizing this institution,” explained the head of the Ministry of Education.
Those involved in the fraud will be dismissed in the near future during the reorganization, said Serhiy Kvit.
Parliamentary bouncer
As you know, a fight between members of the opposition and the ruling parties broke out on December 17, 2010, after the opposition blocked the work of the parliament for a whole day, protesting against the initiation of a criminal case against the leader of the Batkivshchyna party, former Prime Minister Yulia Tymoshenko. Five MPs from the opposition Yulia Tymoshenko Bloc faction were injured in the fight with the ruling Party of Regions, two of them in serious condition.
The most violent participants in the fight were identified as Party of Regions members Salamatin, Tsarev, Volkov, Zlochevsky and Petro Tsyurko.
April 2014, Verkhovna Rada. Euromaidan has survived, ex-President Yanukovych has fled, Crimea has been annexed by Russia, and separatist rallies and seizures of administrative buildings are continuing in eastern Ukraine. Scandal in a Lviv restaurant
Oleh Tsaryov, a member of the Verkhovna Rada from the Party of Regions, took part in the filming of the 1+1 TV program “Without a Mandate”, during which he had an unpleasant incident in the famous Lviv restaurant “Kryivka”.
In Lviv, Tsarev was invited to visit a restaurant in which everything was done in a guerrilla-military style, and at the entrance there was a man in uniform and with a weapon in his hands, asking each visitor the question “Are there any Muscovites?” The MP did not understand the joke, and as a result, he was not allowed to enter the building.
On October 20, Oleh Tsarev held a press conference on interethnic tolerance in Ukraine, where he stated that the license of the Lviv restaurant Kryivka should be revoked for inciting ethnic hatred.
“I was in Lviv, went to the Kryivka restaurant and was greeted by a man with a model of a German machine gun. What kind of question was that at the entrance? “Are there any Muscovites?” the MP was outraged.
“The restaurant has a drink called ‘Blood of a Muscovite’ on the menu. I am a Russian, I am not a Muscovite, I sent a deputy request to the president and prime minister to ensure that the Constitution of Ukraine is respected,” he said.
“Kryivka is a restaurant in Lviv that was opened in September 2007. It is located in the historic center of the city, on Rynok Square opposite the City Hall.
The interior of the restaurant is a stylization of the OUN-UPA “kryivka” (dugout) of the 40s and 50s of the twentieth century: weapons and various national artifacts hang on the walls, and if you wish, you can shoot blank cartridges from some types of weapons from the Second World War at the ceiling.
Suspicious assistants
The interim chairman of the UKROP, Denys Borysenko, was a pro bono assistant to Party of Regions MP Oleh Tsarev, according to the Verkhovna Rada apparatus.

According to the list provided by the office, Denys Valeriyovych Borysenko worked as an assistant consultant to Tsaryov on a pro bono basis.
Borysenko’s biography on the official website of the UKROP states that between November 2010 and February 2012, he worked in the parliamentary staff and as an assistant consultant to an MP (without specifying his name).

Now the separatist’s assistant has joined the “patriots” UKROP.
Police find anti-Ukrainian propaganda materials at Tsarev’s company in Dnipropetrovs’k
One of the leaflets contained information on how the population of Ukraine should behave during the cleansing of the territory by Russian troops.
On May 19, police conducted a search at the Dnipro enterprise of MP Oleh Tsarev and found separatist and anti-Ukrainian propaganda materials. This was reported by the Obozrevatel newspaper, citing its sources.

At the same time, the press service of the Main Department of the Ministry of Internal Affairs in Dnipropetrovs’k region stated that accounting documents, office equipment, stamps and seals of the company and printed materials of a separatist nature were found and seized in the conference room of a company with foreign investments in Dnipropetrovs’k, which, in particular, referred to the rules of conduct during the cleansing of the city by “Russian peacekeepers”. The company’s officials were not present at the time of the search.
Presidential candidate Oleh Tsarev was beaten by an “aggressive armed crowd”

According to an assistant to the presidential candidate, after his broadcast on the ICTV TV channel, Tsarev was attacked by an armed mob. Tsarev was a member of the Ukrainian parliament of the IV-VII convocations (2002-2014), sided with pro-Russian separatists at the outbreak of the war in Donbas, and in July 2014 was appointed speaker of the “parliament of Novorossiya”. In November 2015, the GPU began the procedure of convicting Tsarev in absentia on suspicion of calling for the violent overthrow of the constitutional order, and he was put on the wanted list in Ukraine.
Tsaryov admitted that he helped Kiselyov prepare a program about Ukraine

MP (Party of Regions) Oleh Tsarev admitted that he helped Russian TV host Dmitry Kiselyov prepare programs that many critics call anti-Ukrainian. In particular, the Party of Regions member said that he personally handed over to the TV host the damaged helmet of an allegedly internal troops officer who guarded the Presidential Administration during the assault on December 1. “I know Dmytro Kiselyov very well. He called me and I passed it on to him. I am ready to give you the same helmet tomorrow if you ask me,” Tsarev said.
Tsarev admitted that he started the “Russian Spring” with Putin’s adviser Glazyev
Former Party of Regions member and “expert on Ukrainian history” Oleg Tsarev openly wrote on Twitter that he and Russian Presidential Advisor Sergei Glazyev organized the “Russian Spring” in eastern Ukraine in 2014.
On January 9, journalist Denis Kazansky drew attention to Tsarev’s tweet on his YouTube channel. Terrorist Bezler: I would like to see Tsarev as president of Ukraine
The former leader of pro-Russian militants in Horlivka, Donetsk region, Igor Bezler, told how ex-regionalist Oleh Tsarev helped the terrorists. The statement was published on his wife’s page on the social network VKontakte.

It says that in June-July 2014, Tsarev came to the territories occupied by militants with so-called humanitarian aid.
“Thanks to Oleg, we got our first night sights. In Luhansk in the summer of 2014, Oleg helped us with accommodation for 120 residents of Horlivka who came to the aid of the LPR in difficult times,” the statement reads.
Bezler also expressed his desire to see Tsarev as president of Ukraine.
“The only difference between us is that I would like to see Oleg as president of a free, friendly Ukraine. I think this will happen sooner or later,” he said.
Igor Bezler, nicknamed Bes, was one of the leaders of the Donetsk separatists and a commander of the Horlivka militants.
In Ukraine, Bezler is suspected of illegal imprisonment or abduction of citizens, terrorism and premeditated murder. He has been put on the wanted list.
Prosecutor’s Office opens proceedings over Tsarev’s appropriation of poultry farm and sanatoriums in Crimea
The prosecutor’s office “during the monitoring of Internet resources” found information that several companies, after the beginning of the temporary occupation of Crimea, illegally seized property and buildings of one of the largest poultry farms on the peninsula, as well as sanatoriums and boarding houses located in Yevpatoriya, Alushta and Yalta.
“It has been established that Oleg Tsarev, one of the main supporters of the creation of the so-called Novorossiya, is directly related to these companies,” the statement said.


The Prosecutor’s Office of the Autonomous Republic of Crimea has launched a pre-trial investigation of criminal proceedings on the grounds of a crime under Part 5 of Article 191 (misappropriation of another’s property committed in a particularly large scale) of the Criminal Code of Ukraine.

Scandalous Tsarev bought two sanatoriums in Crimea for a song
At an auction in Crimea, Tsarev bought two Alushta health resorts, Dnipro and KhIIITovets. The deal amounted to 160 million rubles (65 million hryvnias).
Tsarev leased the sanatoriums in occupied Crimea in 2015. Having invested money in the repair of the facilities and started reconstruction work, Tsarev was extremely outraged when in April 2019 the occupation administration of Crimea decided to put the facilities up for auction. The former MP claimed that he had been deceived, and his letters to the authorities and attempts to sue were unsuccessful.

Now, according to the Russian newspaper “Notes,” Tsarev has managed to buy the property. The auction organizers asked for 60.4 million rubles for HITovets and 99.9 million rubles for Dnipro. In addition to the buildings, the lot included inventory, equipment, machinery, and other inventory of the sanatorium.
Buying protests
The Security Service of Ukraine (SBU) said that provocative protests were planned for the May holidays in Ukraine, funded by former Prime Minister Mykola Azarov and former Party of Regions MPs Volodymyr Oliynyk and Oleh Tsarev.

The same citizen, according to the SBU, was involved in the organization of the “white scarf” march that took place in Kyiv on April 23. According to the special service, the organizers received about 300 thousand UAH for its holding.
In March-April, several anti-government actions of “white scarves” took place in Kyiv. Most often, they protested against the Kyiv authorities and Mayor Vitali Klitschko. The protesters told journalists that they were given 80 UAH each.
Since the beginning of 2014, Tsarev has received 266 thousand hryvnias in salary in the Verkhovna Rada
It is not known whether his numerous absences from the Verkhovna Rada were taken into account when calculating his salary.
Between January and May 2014, Ukraine spent over UAH 266 thousand on the maintenance of former MP Oleh Tsarev.
Valeriy Kucheruk, director of the Hryhoriy Skovoroda Analytical Group, wrote about this on his Facebook page, publishing the results of a request he submitted to the Verkhovna Rada’s office.

The expert also points out that the amount of expenses may be higher, since it does not take into account possible salary supplements, but it may also be lower if funds for missed meetings of the Verkhovna Rada were deducted from Tsarev’s salary.
“The Hryhoriy Skovoroda Analytical Group realizes that formally, according to the law, the Verkhovna Rada apparatus had no right not to pay Tsarev’s salary and other funds. At the same time, we are also aware that at a time when the whole country is raising money for bulletproof vests, thermal imagers and other things that soldiers need so much in the fight against separatists, it is inappropriate to pay almost 300 thousand hryvnias from the Ukrainian treasury to one of the brightest representatives of this separatism, to put it mildly,” Kucheruk said.
Vitrenko: Tsarev hired a killer to kill me
According to Natalia Vitrenko, Oleg Tsarev appropriates funds allocated by “friends from the Slavic countries” for the needs of the “DPR” and “LPR”.
Natalia Vitrenko, the leader of the Party of Regions, denied rumors of her death and accused former MP Oleh Tsarev of attempted murder.

Oleg Tsarev’s family members own or lease 4 land plots, a residential building, six apartments, a garden plot, 4 small objects of other real estate, a 2005 Porsche Cayenne and a Stema trailer.
