Pashkovsky was born on March 24, 1983 in Vinnytsia.
Family.
His father, Ihor Volodymyrovych, worked as an engineer, and his mother, Oksana Vadymivna, taught music.
Maksym is not married. He has no children.
Education.
He graduated from the Faculty of Law of the National University of Kyiv-Mohyla Academy.
Career
Since 2005, he worked as a junior lawyer at a Kyiv law firm.
Since 2007, he has been a lawyer at Karbon LLC, a production holding company.
In 2009, he started private legal practice.
In 2012, he founded the social project “Legal Clinic ‘Emergency Legal Aid’.
In 2013, he started working in the field of information technology. He protected the rights of software developers, online media, and advertising agencies. He headed the company Pancher Solutions.
In 2019, he was elected as a member of the Verkhovna Rada of the IX convocation from the Servant of the People party in constituency #11 (Vinnytsia region). He is a member of the same faction. Member of the Committee on Transport and Infrastructure.
Compromising material
Maksym Pashkovsky conducted an active election campaign on social media. According to the media: “social media users reminded Pashkovsky that as a lawyer he defended an entrepreneur who tried to demolish the main walls on the first floor of a residential building at 4 Khmelnytske Shosse. Residents even blocked the road to protest the businessman’s arbitrariness. The candidate replied that the residents were interfering with small businesses.”
In addition, in 2012, Maksym and his brother Yegor set up a public legal office. Local media wrote, “among the organizations that contribute to the development of the project is the International Society ‘Ukraine-Poland-Germany’.
Since 2007, this organization has been headed by Party of Regions member Serhiy Tatusak. According to the press, “in 2010-2014, he headed the Vinnytsia Regional Council, was a member of the Party of Regions and the first deputy head of the Vinnytsia regional organization of the Party of Regions.”
The journalists noted that the official page of the project on the social network VKontakte “constantly reposted from the page of Party of Regions member Serhiy Tatusak.”
Vinnytsia conspiracies: about the friendship between “new faces” and old criminals
As we found out, Pashkovsky’s longtime friend and business partner Mykola Chernobai introduced him to the criminal authority Prodyvus.

Mykola Chernobai entered the media and political technology sphere back in the days of Yanukovych.
In 2011, Chernobay even created the Vinnytsia Regional Public Organization “MEDIA CENTER”, which officially did nothing at all, but unofficially organized paid rallies, distributed false newspapers on behalf of political opponents, created fake websites and spread false information through social networks.
Since the “Media Center” demonstrated its effectiveness in fulfilling orders of the “Party of Regions” (Chornobay’s NGO played the role of “blackmailers” who organized “bring a carrot to Yatsenyuk” actions aimed at destroying the authority of any person who did not belong to the “Party of Regions”). So, after the Revolution of Dignity, the idea arose to “reanimate” the successful project by creating something similar, but with a “reputation not tarnished by the Party of Regions.” This is how the VLASNO MEDIA CENTER was born.
Today, according to our information, Chornobay plays a key role in dirty political campaigns ordered by Volodymyr Prodyvus against Vinnytsia city officials. And two important projects testify to the possible involvement of the Pashkovsky brothers and Chornobai.
For example, in 2012, Chornobai was the founder of the Moloko business incubator. It was in this incubator that one of the social projects that today’s MP Pashkovsky boasts about — “free legal aid” — grew up.
In addition, Pashkovsky and Chornobay’s longstanding friendship is evidenced by their presence on the same highly specialized forum dedicated to law and IT. Note the two nicknames (i.e., fictitious names) circled in red.
Mykola Chornobai, registered on the searchengines.guru forum under the nickname «Pantion». And it was under this nickname that he was constantly noted on the pages of Maxim Pashkovsky on this forum, as you can see in the screenshot above.
Another proof of direct friendship and business ties between Pashkovsky and Chornobay is another indisputable and somewhat cute fact that Pashkovsky is the founder and owner of Pancher Solutions LLC (he confirmed this personally). At the same time, Pancher Solutions is named after Chernobay, who is registered on the aforementioned searchengines.guru forum under the nickname “Panchion”. This means that the pair has been working closely together since 2012. So as soon as Pashkovsky was elected as a deputy, the old acquaintances were able to restore ties with the criminal “sponsor” in just a month or two.
After that, we began to study the connections between Chornobay and Prodyvus. And we succeeded.
The “weak link” was Mykola Chornobai’ s wife, Olha Saviuk. Olha is a well-known photographer in Vinnytsia.
She is proud of her work and enjoys taking pictures of friends and acquaintances, showing off the pictures on the Internet, which allowed us to find criminal connections between Chornobai and Pashkovsky and the criminal authority Prodyvus.
Thus, on December 10, 2019, Olga organized a photo shoot for Yegor Pashkovsky, the brother of the “servant of the people” Maksym Pashkovsky (we recall that we managed to establish that Maksym Pashkovsky did business in Russia together with his brother). It was also his brother who gave over 500,000 hryvnias to Maxim Pashkovsky’s election campaign.
Three days later, on December 13, 2019, on her Facebook page, Olha Saviuk published another post thanking Volodymyr Prodyvus for giving her his book.
At the same time, Olga is proud of the fact that the criminal authority personally signed the book for her.
The inscription on the cover reads: “To Olga with best wishes and gratitude with respect”.
It can be firmly concluded that it was Mykola Chernobai who organized the introduction of the “new faces” to the criminal world, as he is a longtime friend of both the criminal mastermind Prodyvus and the “servant of the people” Pashkovsky.
For a fresh MP with no political experience, this acquaintance opens up several opportunities:
1 Unlimited financial support that Prodyvus can provide;
2. support from the media owned by Prodyvus;
3. and, of course, a physical “support group”, which the ex-regionalist Prodyvus also has at his disposal.
Now it may become clear how an ordinary lawyer can afford thousands of dollars for advertising alone — this is sponsorship.
Also, Pashkovsky has already managed to take advantage of Prodyvus’ army of thugs. If earlier articles about the “alliance” between the Green MP and the ex-regionalist looked strange and suspicious, now everything is obvious to many Vinnytsia residents.
In February 2020, Pashkovsky brought about a hundred “young athletic people” to the Vinnytsia City Council who had nothing to do with the scandalous construction of the European Quarter, but at the same time they played along with Pashkovsky in this matter.
The acquaintance of the two “cadres” gave rise to a symbiosis of criminal and political experience and legal practices in Vinnytsia. As a result, we got an effective deputy, although he does not act in the interests of Vinnytsia residents, but in the interests of criminal influence groups.
Also, Hanna Davydenko, a childhood friend of Maksym Pashkovsky, and Serhiy Karmalita are associated with Pashkovsky.
Business in Russia
Maksym Pashkovskyi is a majoritarian from Vinnytsia. He ran for the Verkhovna Rada from the 11th single-mandate constituency (Vinnytsia city).
During the selection process for Volodymyr Zelenskyi’s party, Pashkovskyi looked almost like a “dream candidate.” An experienced lawyer and entrepreneur, a new face, and a good education at the Kyiv-Mohyla Academy.
However, as the journalists of Vinnytsia Wave found out, Maksym Ihorovych concealed the fact that he gained his legal and entrepreneurial experience through the business he and his brother run in Russia.
The main source of Russian orders for Maksym Pashkovskyi was forums where he offered his services and provided consultations in writing and via Skype, without hiding.
Maksym Pashkovsky works mainly for the Russian market, as he himself wrote on the forum, putting Russia first, Belarus second, and Ukraine third.
Mr. Pashkovsky’s work in the Russian Federation was appreciated by clients from Moscow:
At the same time, Maksym Pashkovsky actively cooperates with the administration of the Russian social network Vkontakte (banned in Ukraine because it is controlled by the Russian special services and is actively used as an element of the hybrid war against our country).
Pashkovsky actively advised the Russians during the acute phase of the war in Donbas in 2014. The last posts on the forum date back to 2016:
It is worth noting that Maxim Pashkovsky’s clients included some very dubious ones. In particular, representatives of a conversion center operating in the CIS left a negative review of cooperation with Maxim Pashkovsky:
Today in Ukraine, such conversion centers are used for tax evasion.
This fact fits well with the fact that Maksym Pashkovskyi has millions in savings in his declaration, but at the same time his official income is low, and the authorized capital of Pancher Solutions LLC, which was owned by the MP (and now owned by his brother), is only 1 thousand hryvnias.
Close ties to Moscow
The resource “REZ”, created by the Anti-Corruption Action Center, shortly after the 2019 parliamentary elections, collected information about all newly elected MPs. However, since there were too many “new faces”, they failed to collect a lot of information about each of them.

However, this is only the tip of the iceberg. There is also something he would like to hide from everyone.
In particular, this is information about his company Pancher Solutions LLC, which Maksym transferred to his brother Yegor in 2019, apparently to “cover his tracks” and be able to continue to make significant profits without risking exposure.
According to open registers, Pancher Solutions is a multifunctional company engaged in PR via the Internet and the media, computer technology, legal advice, and even retail and wholesale trade in food and tobacco.
At the same time, the company’s authorized capital is only one thousand hryvnias. Any professional person would immediately have doubts about how such a small company can do business in such a wide range of areas, and how it is doing with taxes.
The history of Pancher Solutions LLC is as follows:
If you look at the connections of Pancher Solutions LLC, you should pay attention to the company J.M. LLC, registered to the same number as Pancher Solutions.
JM LLC is very similar to Maxim Pashkovsky’s Puncher Solutions LLC, as it also has only a thousand hryvnias in authorized capital, but provides the same wide range of services.

However, the main thing to pay attention to is the connection between JM and the Russian company Social Wave Limited, LLC, the head of both JM and Social Wave is Pavel Statovka.
It is noteworthy that Russian companies make their money in the IT sector, and in his program, Maksym Pashkovsky promised a lot of bonuses to this sector. Is it a coincidence?
The company with the same name also operates in the Russian Federation, and its founder is Pavel Vladimirovich Statovka.
At the same time, the main activities of the Russian company Social Wave Limited LLC coincide with the main activities of the Ukrainian companies Social Wave Limited LLC, JM LLC and Pancher Solutions LLC.
Taking into account that Pancher Solutions LLC operated throughout 2019 and is still operating today, we conclude that brothers Maksym and Yehor Pashkovsky, together with their partner Pavlo Stativka, continue to actively cooperate with Russia in the field of advertising, PR and computer technology, so that Maksym Pashkovsky does not need to travel to Russia to continue doing business there.
Pavlo Stativka himself indicated his place of residence as Kyiv on the social network Vkontakte. This means that we can conclude that the companies were established exclusively to work in the Russian Federation and, we emphasize, operated during the military aggression by the Russian Federation. At the same time, Pashkovsky and Stativka receive their main income from the Russian Federation, and accordingly, they pay taxes to the aggressor country:
Another interesting fact: Maxim Pashkovsky himself is among Pavel Statovka’s friends on Vkontakte. It’s hard to believe that this is «just a coincidence.»
At the same time, a little lower in the list of Pavel Statovka’s friends is his work page. The place of residence on Pavel Statovka’s work page is Moscow.
On June 1, 2020, at the time of the completion of this investigation, Pavel Statovka’s Vkontakte page was «online», which means that the Russian business of the Pashkovsky brothers and Pavel Statovka continues to be active:
Judging by all of the above, it becomes clear that Maksym Pashkovsky could have been one of those who tried to ease sanctions against Russia, and he succeeded.
As you know, on May 14, President Volodymyr Zelenskyy signed a decree on the so-called “extension of the ban on Russian social networks.” However, this decree contained a shorter list of Russian IT companies subject to sanctions. In other words, Volodymyr Zelenskyy lifted sanctions on some Russian companies.
The day before, at an extraordinary plenary session, the Verkhovna Rada supported the resolution to extend the “ban on Russian social networks” by 248 votes. MP Maksym Pashkovsky voted in favor.
Now it becomes clear why Pashkovsky, a majoritarian from Vinnytsia, supported the easing of sanctions against Russian IT companies — his IT company is also registered and operates in Russia…
Residents demand from Pashkovskyi to support Avakov’s resignation
The voters of the majoritarian from the 11th district, Maksym Pashkovsky, appealed to their MP to stop the arbitrariness of law enforcement agencies by supporting the resignation of the Minister of Internal Affairs Arsen Avakov. In particular, Inna Kalynovska from Vinnytsia addressed Maksym Pashkovskyi. She wrote to the MP in personal messages and also wrote a public post, «tagging» the Vinnytsia majoritarian.
Pashkovsky responded to the appeal and deleted the tag, and left the message in the messenger unanswered.
Inna Kalynovska is not the only one who has publicly addressed the Vinnytsia MP. Denys Karlovskyi, who, according to his page, now lives in Kyiv, also addressed the MP publicly.
As can be seen from the post, Pashkovsky again “responded to the voters’ appeals” by removing the tag.
According to our information, today MPs of Ukraine receive hundreds of requests to support Avakov’s resignation. Pashkovsky, despite his odiousness and scandalous reputation, is no exception.
However, the MP categorically refuses to hear his voters, deleting tags and ignoring messages.
Income.
He has no real or personal property of his own. In his declaration, Pashkovskyi listed the property of his relatives. Thus, his father owns four land plots. His mother owns another one. The total area of real estate owned by the MP’s parents is 1764 square meters.
Ihor Pashkovskyi also owns two apartments (22.2 and 332.9 square meters), a house (262.8 square meters) and a garage (110 square meters). The politician (63.9 sq.m.) and his brother (64.8 sq.m.) are supposed to have another apartment each. All the real estate of MP Pashkovskyi’s relatives is located in Vinnytsia.
Ihor Pashkovskyi is the owner of a 2016 Mazda CX-5 (worth nine hundred thousand hryvnias).
The MP’s father owns fifty percent of the company Elektrokabel. Its ultimate beneficiary is Maksym Pashkovskyi.
The MP’s income from business activities in 2018 amounted to nine hundred and forty-five thousand hryvnias.
The politician has no bank accounts. He has two and a half million hryvnias in cash.
Summary.
The situation is quite banal. A businessman entered politics for his own benefit and the prosperity of his business. This is what most politicians do, and Pashkovsky, unfortunately, is no exception.
