Vyacheslav Kachur, head of the Territorial Service Center No. 7141 of the Main Service Center of the Ministry of Internal Affairs in Cherkasy, disclosed in his 2024 asset declaration the use of high-end real estate owned by a third party and an extensive list of vehicles. According to the filing, the official lives alone and has declared no family members since his divorce in 2020. The official’s total income for the year amounted to nearly 700,000 UAH.

According to the submitted data, starting March 1, 2024, the head of the service center acquired the right to use a 129.7-square-meter apartment in Cherkasy, which serves as his current residence. The estimated value of this property stands at 1.8 million UAH. The registered owner of the apartment is Nataliia Turlo, a former employee of the Horodyshche Regional Employment Center, whose husband previously worked as an engineer at PJSC «Cherkasygaz» and served as a local council deputy.
Additionally, Vyacheslav Kachur has owned a 159.9-square-meter private house in the town of Horodyshche, Cherkasy Oblast, since 2004. In the same town, the official secured the right to use a 12,000-square-meter land plot for residential maintenance in 2019. The market value of both properties at the time of acquisition is listed as «not applicable» or not specified in the report.
The transport assets of the Ministry of Internal Affairs service center chief include both passenger cars and heavy commercial vehicles. His most expensive recent acquisition is a 2018 BMW X3 crossover, purchased in August 2023 for 816,000 UAH.
A significant portion of the declared property consists of cargo transport and specialized towing equipment:
A DAF TE 47 XS truck (2001 model year) — acquired in 2015 for 8,000 UAH.
A DAF 95 XF 430 truck (1999 model year) — acquired in 2015 for 11,000 UAH.
Three semi-trailers (BENALU, STAS, LATRE) and a passenger car trailer with a combined declared value of 36,000 UAH.
A LuAZ 969M passenger car (1990 model year), with ownership registered back in 1994.
For the reporting period, Vyacheslav Kachur’s annual salary as head of the territorial service center totaled 696,000 UAH. In addition to his official salary, the official declared cash assets amounting to 18,000 USD. The presence of numerous commercial cargo trucks and trailers in the service center chief’s asset declaration raises questions regarding potential involvement in commercial logistics or freight transport services.
