The Qualification and Disciplinary Commission of Prosecutors (QDCP) has disciplined Pavlo Maiorov, a prosecutor with the Kyiv District Prosecutor’s Office of Odesa. The official was sanctioned for evading mandatory medical re-examinations intended to verify the legitimacy of his disability status and the subsequent pension benefits he received, which totaled over 1 million hryvnias.

Following the Commission’s ruling, Maiorov has been barred from transferring to higher-level prosecutorial bodies or receiving promotions to senior positions for a period of one year.

Pavlo Maiorov has held his post since April 2021. Almost simultaneously with his appointment, in March 2021, he was granted Category II disability status, which was subsequently renewed in 2022 and 2024. Due to this status, official payouts to the prosecutor in the form of disability pensions exceeded 1 million hryvnias in total between March 2021 and September 2025.

The situation shifted following an October 2024 decree by the National Security and Defense Council (NSDC), which launched sweeping investigations into prosecutors and other public officials regarding the legitimacy of their disability designations.

Maiorov was summoned for specialized medical examinations twice—in October and December 2025. However, the prosecutor failed to appear before the medical commission, citing sick leave and submitting train tickets as proof of his absence. Furthermore, he failed to provide an individualized rehabilitation program and never requested specialized workplace accommodations tailored to his disability status.

Pavlo Maiorov and his legal representative denied any wrongdoing. The prosecutor maintained that his disability status was the result of a past illness and medical treatment, and that the funds received were used exclusively for healthcare.

«The MSEC decision has not been overturned; the pension was used for health restoration,» the official stated.

Maiorov’s representative argued that the disciplinary complaint was driven by media pressure rather than concrete evidence of fraudulent documentation. Later, during the proceedings in May 2026, the prosecutor presented a new certificate indicating he had been downgraded to a lower, Category III disability status for a two-year period.

Despite the defense’s arguments, the QDCP ruled Maiorov’s conduct unlawful. The Commission concluded that the official was fully aware of the massive public outcry surrounding «disabled prosecutors» and had seen his own name mentioned in media reports, yet deliberately avoided the medical review that could clear up suspicions.

Ultimately, the Commission ruled that such actions discredit the office of a prosecutor and constitute a gross violation of professional ethics, handing Maiorov a one-year ban on career advancement.
