The Sixth Appellate Administrative Court has scheduled a hearing for the appeal filed by Ruslan Cherkasskyi, the former Deputy Head of the State Customs Service of Ukraine, who is seeking reinstatement and back pay. The open court session is set to take place on August 11 at 11:45 AM.

The former high-ranking official is challenging the November 28, 2025 decision of the Kyiv District Administrative Court. The plaintiff demands that three key documents leading to his dismissal be declared unlawful and overturned: the proposal of the Commission on the Higher Corps of Civil Service, the resolution of the Cabinet of Ministers, and the official order issued by the State Customs Service.
In addition to regaining his former position within the customs authorities, Cherkasskyi is demanding the recovery of his average salary for the entire period of forced unemployment. The defendants in the case include the Cabinet of Ministers of Ukraine, the State Customs Service, and the relevant civil service commission.
The panel of judges has finalized all preparatory actions and declared the case ready for trial. However, the court also ruled to extend the official duration of the review process, establishing a so-called «reasonable timeframe» that exceeds standard procedural limits. This decision was justified by the complexity of the case and the volume of materials involved.
Context: Ruslan Cherkasskyi served in senior leadership positions within the State Customs Service of Ukraine for a significant period. His dismissal followed a series of high-profile corruption scandals within the agency and public statements from the Parliamentary Committee on Finance, Taxation, and Customs Policy demanding systemic personnel changes.
