The head of the Rivne Regional Prosecutor’s Office, Andriy Maksymchuk, and his wife, prosecutor Iryna Boiko-Maksymchuk, officially do not own any real estate or vehicles, with their entire actual fleet and housing registered to his mother-in-law and other relatives. This was revealed following an analysis of the official’s asset declarations and journalistic investigations. The couple, who have worked in the Rivne Regional Prosecutor’s Office for many years, utilize an elite house, apartments, land, and premium cars registered to third parties.

According to official data, the chief prosecutor and his wife reside in a 205 sq. m house located in an elite neighborhood of Rivne known as «Tsarske Selo.» This property, along with two other apartments in the city (measuring 40 and 54 sq. m), is registered to the prosecutor’s mother-in-law, Nina Tvardovska. Additionally, a 10-acre plot of land for construction, valued at $45,000, was registered in her name in 2024.
According to open-source data, Nina Tvardovska was engaged in retail trade between 2005 and 2008 and was a co-owner of a company that leased real estate in the 2000s.
Since 2015, Andriy Maksymchuk has not listed any personal vehicles in his declarations. However, the official has regularly changed vehicles registered to other individuals:
From 2013 to 2020 — he drove a Mercedes-Benz E220 (2010 model), owned by Nataliia Tovtyn.
Since 2021 — he switched to a Mercedes-Benz E200 (2017 model), registered to Viktor Baziuk, a Rivne-based businessman and transport provider.
The prosecutor’s wife, Iryna Boiko-Maksymchuk, also utilized vehicles belonging to relatives. Until 2020, she drove a Toyota RAV4, and from 2021, a Lexus RX350 (both registered to her mother). Since last year, she has been using a BMW iX3 electric vehicle (2021 model), which is registered to her brother.
Media outlets have repeatedly pointed to potential links between the Maksymchuk family and local developers, citing prosecutor’s office decisions on land and property matters that subsequently favored connected individuals.
In particular, journalists and the Anti-Corruption Action Centre (ANTAC) have drawn attention to the case of Oleksandr Ivanov, a Rivne City Council member from the «Sluha Narodu» (Servant of the People) party and a local developer. The National Agency on Corruption Prevention (NACP) uncovered a 12.4 million UAH discrepancy in his declaration (unreported family assets exceeding 14 million UAH).
«The regional prosecutor’s office requested the case files from the local police and transferred them to the National Police Main Directorate in the Khmelnytskyi region. Following this, the investigation effectively ground to a halt,» ANTAC experts state.
Andriy Maksymchuk was born in 1983 in the Lviv region. He graduated from the Yaroslav Mudryi National Law University. He has been working in the prosecutor’s offices of Rivne and the region since 2007. From August 2023, he headed the Rivne District Prosecutor’s Office before being appointed head of the Rivne Regional Prosecutor’s Office.
Iryna Boiko-Maksymchuk also graduated from the Yaroslav Mudryi National Law University and has been working in the prosecution service since 2007. Since October 2021, she has served as a prosecutor within a department of the Rivne Regional Prosecutor’s Office. She is currently on maternity leave.
