The Head of the Seventh Appellate Administrative Court, Vitaliy Kuzmyshyn, has declared high-value real estate acquired in 2024 alongside substantial cash holdings. Due to the significant value of these new assets, the National Agency on Corruption Prevention (NACP) has valid grounds to conduct a full audit of the official’s financial statements to verify if his asset growth aligns with his legal income.

According to the filed disclosure, the judge’s family acquired several real estate properties over the course of 2024. Specifically, in June of last year, Vitaliy Kuzmyshyn registered a 258-square-meter residential house and a 1,607-square-meter land plot in the village of Bokhonyky near Vinnytsia under shared partial ownership with his mother (50/50). The latest valuation lists the property at over 6.64 million UAH.

In addition, the official’s wife, Oksana Kuzmyshyna, became the sole owner of a 77.2-square-meter apartment in Vinnytsia in May 2024. The market value of this property at the time of acquisition stood at 2.12 million UAH.

In terms of vehicles, the court head continues to own a 2019 Mercedes-Benz S 350D, which he purchased in early 2021 for 1.5 million UAH.

The Kuzmyshyn family’s financial profile is further bolstered by substantial monetary assets. For his service as head of the appellate court, Vitaliy Kuzmyshyn received 2.97 million UAH in salary. His wife, employed at the Territorial Administration of the State Judicial Administration in the Vinnytsia Oblast, declared:
1.23 million UAH in salary;
577 thousand UAH in pension payouts;
860 thousand UAH generated from the sale of movable property.

Despite holding active accounts across state-owned banks, the couple maintains a strong preference for hard cash. Together, they hold over 2.45 million UAH in cash (750 thousand UAH held by the judge and 1.7 million UAH by his wife).

Analysts point out that a comprehensive review of the Seventh Appellate Administrative Court head’s declaration is justified by three key factors. First, the NACP must verify the source of the multi-million funds used to buy both the house and the apartment in 2024.

Second, stockpiling over 2.45 million UAH in cash requires a thorough cross-examination against the family’s official earnings from prior tax periods. Finally, the anti-corruption watchdog needs to evaluate whether the official’s net earnings were sufficient to acquire these high-end assets without breaching integrity standards.
