The wife of Oleh Burdeinyi, former director of the department of physical culture, sports, and tourism at the Odesa Regional State Administration, Tetiana Tupchiy, holds stakes in profitable stevedoring companies operating in the Pivdennyi port. According to sources, her business partner is linked to the controversial former Deputy Prosecutor General of Ukraine, Dmytro Verbytsky. This was revealed through an analysis of the former official’s asset declaration.

According to official records, Tetiana Tupchiy co-owns two enterprises registered at the same address in Odesa, both of which operate within the Pivdennyi port:
50% of LLC «Raido Terminal» (EDRPOU 44998345) — valued at UAH 2.5 million (acquired on April 24, 2023);
33% of LLC «Fekhu Port» (EDRPOU 45025890) — valued at UAH 2.3 thousand.
Oleh Burdeinyi, who headed the Odesa regional department until February 2025, officially declared himself as the ultimate beneficial owner of these legal entities through his wife. Additionally, since March 2024, Tupchiy has been registered as an independent entrepreneur (FOP) providing legal, data processing, and other individual services.
Tupchiy’s official business partner in these companies is Ihor Handzhumyants, a representative of the NGO «Lustration Commission of Odesa Region» and former first deputy head of the Podilsk District State Administration. In 2015–2016, this organization was involved in several public controversies regarding pressure on local officials and law enforcement.
According to law enforcement sources, Handzhumyants allegedly acts as a front director for the actual owner of the business — former Deputy Prosecutor General Dmytro Verbytsky.
Reports indicate that Verbytsky has recently launched an information campaign targeting the current management of the Pivdennyi port. Meanwhile, the National Agency on Corruption Prevention (NACP) has not yet conducted an official verification regarding the former prosecutor’s involvement in these maritime assets.
Driven by the port operations, the financial standing of the former Odesa official’s family has improved significantly. During the reporting period, Tetiana Tupchiy generated:
UAH 3 million — income from entrepreneurial activity;
UAH 1.47 million — salary from LLC «Raido Terminal»;
UAH 2.93 million — proceeds from the disposal of movable property.
She also declared $68,000 in cash. In April 2025, she secured a UAH 1 million loan from a citizen named Dmytro Ustinov, which was fully repaid within the same period. In stark contrast, Oleh Burdeinyi’s official earnings amounted to just UAH 34,000.
In April 2025, Tupchiy acquired a 2022 Mercedes-Benz S 500 for UAH 3.72 million. Her husband drives a 2017 Toyota Sequoia, purchased
in 2024 for UAH 2 million and registered under his father, Ihor Burdeinyi. The family’s real estate includes a 39.5 sq. m apartment in the village of Lymanka and an apartment they use in Odesa.
