The acting head of the Territorial Service Center (TSC) of the Ministry of Internal Affairs in Lubny, Dmytro Bukalo, has reported property values significantly below market rates in his financial disclosure. Notably, the official declared a 2016 Renault Kangoo valued at just 20,000 UAH (approximately $500). Given these stark discrepancies, the asset declaration is highly likely to trigger a rigorous compliance audit by the National Agency on Corruption Prevention (NACP).

Dmytro Bukalo operates under the leadership of Iryna Parkhomenko, head of the Regional Service Center of the MIA in the Poltava region. In addition to the suspiciously low vehicle valuation, his financial disclosure lists an apartment, three land plots, substantial cash reserves, and a garage acquired in late 2025.

According to official records, the official owns a 60.8-square-meter apartment in Myrhorod, valued at 75,000 UAH according to the latest appraisal. However, his land transactions raise far more critical questions. Between 2020 and 2021, Bukalo acquired three separate land plots of 2 hectares each in the Poltava region.

Two of these plots (located in Velychkivka village) were valued at 42.1 thousand UAH and 43.7 thousand UAH, averaging just 21,000–22,000 UAH per hectare. Industry experts note that at the launch of Ukraine’s land market during that period, the average price per hectare in the region started at 30,000 UAH and surged significantly later. Furthermore, the value of the third plot in Romodan is marked as «[Unknown],» which constitutes a direct violation of income declaration regulations.

The most controversial item in the family’s assets is a 2016 Renault Kangoo, registered under his wife’s name, Alona Koval, in August 2024. The declared value at the time of purchase was 20,000 UAH, whereas the actual market price for a similar vehicle in Ukraine is several times higher, easily reaching hundreds of thousands of UAH. Dmytro Bukalo retains the legal right to use the vehicle.

Key Focus for Anti-Corruption Watchdogs: «Significantly underreporting asset values and hiding the purchase price of real estate are classic red flags for wealth concealment, establishing clear grounds for a comprehensive NACP compliance audit regarding potential illicit enrichment.»

Throughout 2025, Dmytro Bukalo earned 452,000 UAH in salary from the Regional Service Center of the MIA. His wife’s social security benefits amounted to just over 7,700 UAH.

At the same time, the official keeps substantial liquid assets in cash, reporting 280,000 UAH on hand. The couple holds roughly 60,000 UAH across their bank accounts. The National Agency on Corruption Prevention is now expected to review the filing to assess whether these declared values align with actual market conditions.
