The head of the Khmelnytskyi Oblast Territorial Center of Recruitment and Social Support (TCC) and former military prosecutor, Yaroslav Kupchyk, has come under scrutiny by investigative journalists for allegedly concealing personal assets. According to an analysis of his asset declaration and recent media reports, the high-ranking military official has registered real estate and expensive vehicles under the names of his parents and mother-in-law, while his officially unemployed wife sports luxury designer items worth hundreds of thousands of hryvnias.
According to the official declaration filed by the TCC chief, Yaroslav Kupchyk and his family enjoy the free use of properties legally owned by his parents. This includes a 94-square-meter apartment in Khmelnytskyi and two garages registered under his father, Oleh Kupchyk. The market value of these properties was omitted from the official documents.
Furthermore, investigative journalists uncovered a pattern of discreet vehicle registrations used by the official in his daily life:
Toyota Corolla (2019): Discreetly registered on September 29, 2022, under his mother-in-law, Vira Androshchuk. Yaroslav Kupchyk and his wife Inha merely listed «right of use» for this vehicle.
Toyota RAV4: According to media reports, this SUV was transferred to the official’s father, Oleh Kupchyk, on May 13, 2023. The TCC chief completely omitted this vehicle from his asset declaration.
The only vehicle registered directly under the official’s name is a vintage 1996 Yamaha motorcycle.
The household’s primary declared income is Yaroslav Kupchyk’s military salary, which totaled 456,000 UAH for the year. His wife, Inha, is officially unemployed, though she declared 200,000 UAH from the sale of movable property and 39,000 UAH in pension benefits for 2025.
Despite these relatively modest official earnings, the couple holds significant amounts of cash:
Yaroslav Kupchyk: 100,000 UAH, 12,000 USD, and 10,000 EUR.
Inha Kupchyk: 150,000 UAH and 68,000 USD.
In addition, journalists spotted the TCC chief’s wife wearing high-end designer apparel and accessories that heavily contradict her financial profile. Her wardrobe featured a Saint Laurent LE 5A7 bag (valued at ~96,900 UAH), Dior Walk’n’Dior platform sneakers (valued up to 55,000 UAH), and a Saint Laurent monogram leather belt (~20,800 UAH).
At this time, neither the Khmelnytskyi TCC nor law enforcement agencies have issued official comments regarding potential illicit enrichment or asset concealment. The National Agency on Corruption Prevention (NACP) has yet to announce a formal audit into Kupchyk’s declarations.
