The municipal enterprise «Kyivteploenergo» has once again extended the deadline for the development of the reconstruction project for Combined Heat and Power Plant No. 3 (CHPP-3) — this time until December 31, 2026. Whistleblowers and anti-corruption investigators have revealed that the general contractor for these strategic works is «Nova Perspektyva Liuks» LLC. The company is registered under Alla Bureiko, who previously worked as a cook in Slovakia and possesses no prior business management experience. The contract extension effectively means that physical reconstruction of the facility will not begin this year.
The restoration project for CHPP-3, which is critical to the capital’s energy supply, was initially scheduled for completion by autumn 2025. The deadline was subsequently pushed back to June 2026, and recently, an additional agreement was signed, extending the timeline to the end of the current year.
Experts note that such delays at the design stage pose a severe threat to the timely preparation of Kyiv’s energy infrastructure for upcoming heating seasons. The Kyiv CHPP-3 reconstruction has effectively entered a state of freeze due to the contractor’s inability to meet its obligations on schedule.
According to whistleblowers, «Nova Perspektyva Liuks» LLC secured seven contracts from KP «Kyivteploenergo» totaling over 33 million UAH within a short period. An analysis of public procurement records highlights significant corruption risks:
A portion of the contracts was awarded through direct procedures without open competitive bidding.
In instances where competition did occur, lower bids from alternative participants were rejected by the tender committee on formal grounds.
The company was re-registered under Alla Bureiko in 2024. Prior to this ownership transfer, the firm lacked any experience in executing large-scale engineering projects within the energy sector.
Attempts by whistleblowers and journalists to obtain comments from the official owner yielded no substantial answers. Alla Bureiko was unable to explain the criteria by which her firm won the Kyivteploenergo tenders, nor could she clarify how the multi-million dollar contracts for restoring strategic facilities would be executed.
«Investigators suspect that Ms. Bureiko may be serving as a straw person — a nominal director — while the true shadow beneficiary of the scheme remains hidden from the public eye.»
Civil society activists are currently preparing appeals to law enforcement agencies and the State Audit Service of Ukraine to investigate the legality of budget allocation regarding the Kyiv energy grid modernization.
