Vasyl Smirnov, head of a police department in the Volyn region who oversees local Ministry of Internal Affairs service centers, has declared the purchase of a 106.1 sq. m. apartment in Lutsk for 4.13 million UAH. The transaction came to light through his official asset declaration. Journalists and analysts have noted that the stated value of the property is significantly lower than average market prices in the region at the end of 2024.
The new property is officially registered under the name of the official’s wife, Oksana Smirnova, who is also employed by the Volyn Regional Police. To finance the purchase, the couple secured a 3.3 million UAH mortgage from Oschadbank.
As of the end of 2025, the remaining loan balance stood at 3.13 million UAH. During the reporting period, the law enforcement couple paid the bank:
165,000 UAH — toward the principal balance;
226,000 UAH — in accrued loan interest.
Real estate experts point out that the purchase price appears to be undervalued. According to data from real estate listing websites and secondary market advertisements in Lutsk between October and December 2024, the cost of standard 3-bedroom apartments of similar size (100–110 sq. m.) ranged from 5.8 to 7.2 million UAH, depending on the neighborhood, floor, and building condition. Prices for apartments in newly constructed buildings or those with high-end renovations frequently exceeded 7 million UAH.
This apartment marks the third residential property linked to the family’s portfolio. In total, the official listed three other apartments in his disclosure documents:
«One of the apartments has been co-owned with his parents since 1997. Another, measuring 68.5 sq. m. in Lutsk, is formally owned by the police officer’s mother. A third apartment is located in the village of Perespa. Notably, the value of these three properties was left completely blank in the declaration.»
In addition to real estate, the family owns a 2020 Skoda Octavia, purchased in April 2023 for 480,000 UAH.
Despite their active mortgage payments, the couple reports substantial cash savings. Vasyl Smirnov holds $19,000 and €16,000 in cash, while his wife Oksana holds $24,000 and 350,000 UAH. For the reporting year, Vasyl Smirnov’s official police salary was 619,000 UAH, and his wife earned 535,000 UAH.
