The filing by the official—whose name previously surfaced in media reports regarding potential corruption risks at the TSC managed by Valeriy Lobanov—reveals several anomalies. These include undisclosed real estate square footage, undervalued vehicles, and a cash-to-income ratio where nearly his entire annual salary is kept in liquid cash.
According to official data, Orobchenko earned 461.6 thousand UAH in primary salary for 2025. While the official declared the right to use two real estate properties, he failed to specify the total area for either:
A house in the Onufriivka community (Kirovohrad Oblast), with usage rights registered in October 2020. The official owner is Ilona Talat, a former lecturer and wife of a former Kremenchuk Correctional Colony inspector.
An apartment in Kremenchuk, where the official resides with his son. The owner’s identity is listed as «Unknown» in the declaration. Local reports suggest the property may belong to Orobchenko’s ex-wife, who practices as an attorney.
The vehicle assets linked to the Ministry of Internal Affairs official and his immediate family have drawn particular scrutiny from transparency analysts. In October 2024, Evhen Orobchenko acquired usage rights to a 2016 Jeep Cherokee.

The registered owner of the vehicle is Olena Pokutnia, an entrepreneur who closed her sole proprietorship in July 2025 only to immediately register a new one in the grocery and tobacco retail sector. Additionally, in April 2025, Orobchenko purchased a 1993 Honda Lead moped for 5 thousand UAH.
The official’s liquid financial assets have also raised questions. With a reported annual salary of 461.6 thousand UAH, the administrator declared 370 thousand UAH in cash savings, meaning nearly his entire legal annual income is held outside the banking system.
Similar reporting anomalies appear in the filings of the official’s close relatives. His sister, Marharyta Orobchenko, an officer in the police escort battalion of the Kharkiv Oblast, declared a 2015 Ford Edge acquired in November 2020.
The vehicle’s declared purchase price was listed at a mere 48 thousand UAH. However, actual market prices for similar models in Ukraine at that time ranged from 300 thousand to 450 thousand UAH. Such a significant discrepancy in official asset valuation frequently points to attempts to obscure the true cost of high-value acquisitions.
