An 82-year-old former football player and two 18-year-old sisters have secured state contracts totaling over 22 million UAH in the Lviv region just months after registering as sole proprietorships.
A significant portion of the deals—including computer equipment deliveries to regional Pension Fund branches and local military recruitment centers—were processed without competitive bidding.
Havrilo Vaida, an 82-year-old former athlete and head of the «Karpaty-1963 FC Veterans» NGO, registered as an individual entrepreneur (FOP) just a month ago. Having no prior business experience, his newly minted entity received over 3.2 million UAH ($77,000+) in state budget payouts within his first 30 days of operation.
Vaida’s public clients include the Main Directorates of the Pension Fund of Ukraine in both the Lviv and Volyn regions, the Lviv Regional Military Recruitment Center (TCC), and the National Forestry University of Ukraine.
Multiple contracts bypassed standard procurement auctions altogether. On June 10, 2026, the Lviv Regional Clinical Psychiatric Hospital purchased equipment directly from Vaida for 71,400 UAH. Six days later, the local military recruitment office paid him for document scanners. His largest single contract was a 1 million UAH deal with Lviv’s Pension Fund office.
«The direct procurement of IT equipment from brand-new sole proprietorships without electronic auctions raises serious questions regarding the transparency of public spending during wartime,» industry observers note.
To meet tender criteria requiring a proven track record, Vaida submitted a prior contract executed with another vendor: «FOP Alina Yuriivna Nod.»
Alina Nod registered her sole proprietorship 10 months ago at the age of 18. She has since absorbed 8.5 million UAH in public funds, supplying computer hardware to Pension Fund departments in Lviv and Ivano-Frankivsk.
Concurrently, her 18-year-old twin sister, Karina Nod, registered her own enterprise. Over the same 10-month window, Karina pulled in 11.1 million UAH from state institutions, including 4.1 million UAH from the Lviv Pension Fund office alone.
The oldest (82) and youngest (18) state vendors registered in the region over the past year share the exact same buyer ecosystem. Combined, this small cluster of newly created sole proprietorships has pulled over 22.8 million UAH from public budgets.
Neither the Bureau of Economic Security (BEB) nor the State Financial Monitoring Service of Ukraine has issued formal statements regarding these transactions.
