Ukrainian Military Ombudsman Olha Reshetylova (Kobylinska) has submitted her financial disclosure, drawing widespread public scrutiny due to a stark discrepancy in reported asset values. In her 2024 tax declaration, the official declared the purchase of a Volkswagen Tiguan crossover for just 22,000 UAH (approx. $530), even as her family’s real estate holdings and garage expanded with a Tesla, a commercial van, and property near Kyiv.
The publication of data from the Unified State Register of Declarations triggered an immediate reaction due to the obvious gap between the reported figure and market realities. The 2015 Volkswagen Tiguan listed in the document cost the official an amount comparable to a mid-range electric scooter. On Ukraine’s secondary auto market, however, the average price for a similar model hovers around 500,000 UAH ($12,000).
According to the filed documents, while the ombudsman declared the strikingly low-cost crossover, her husband’s property portfolio expanded considerably. Over the recent reporting period, he acquired title to two real estate properties in the Kyiv region—a country house and a residential home.
Additionally, the family fleet was bolstered by two more vehicles:
“In 2023, Reshetylova’s husband acquired an Opel Movano van valued at over 500,000 UAH, followed later by a 2014 Tesla Model S registered at 700,000 UAH.”
For the past year, Olha Reshetylova declared over 580,000 UAH in total income. This sum comprises her official salary from the State Management of Affairs (Office of the Military Ombudsman), income from sole proprietorship (FOP) activities, and compensation for work with a non-governmental organization.
Her husband’s official income consisted of 530,000 UAH in military service pay. Despite these relatively modest annual earnings, his declaration highlights substantial liquid assets, including $27,000 in cash savings—equivalent to over 1.2 million UAH.
To date, the Office of the Military Ombudsman has not issued an official comment regarding the significant gap between the declared purchase price of the vehicle and its prevailing market value.
