Vasyl Ruban, head of the Kropyvnytskyi City Council’s Commission on Housing, Communal Services, and Transport, completed a two-week official business trip to Greece from July 12 to July 26. The official objective of the visit was to study foreign experience in operating multi-level and underground parking structures, as well as electronic payment and access control systems.
According to an official response from the city council, no municipal funds were spent on the trip. However, local authorities declined to specify whether the travel expenses were covered by the public official personally or by the inviting party.
The official invitation was issued by MARINA VILLAS, a Greek construction firm. While the executive committee’s travel decree mentioned Athens as a destination, the document omitted any reference to specific municipalities, parking operators, or concrete infrastructure projects intended for implementation in Kropyvnytskyi.
Key Detail: According to his asset disclosure, Vasyl Ruban owns an apartment in Greece valued at ₴11.57 million ($280,000+) and holds €53,900 in a Greek bank account.
This marks Ruban’s third official assignment to Greece within the past twelve months. He was previously dispatched to Thessaloniki in September 2025 and March 2026, both times officially tasked with researching alternative heating solutions.
City officials have not yet commented on whether any of the previous fact-finding trips led to tangible municipal infrastructure projects in Kropyvnytskyi.
