Cash savings declared by Viktoria Kucher, wife of the current Head of the State Regulatory Service (SRS) Oleksiy Kucher, surged from $10,000 and 100,000 UAH to $284,000 in just three years. According to public asset disclosures, the family’s rapid financial growth coincided with Kucher’s transition into high-ranking public office in 2019.
According to official filings, in 2016, Viktoria Kucher—then working as an assistant judge at the Kharkiv District Court—declared $10,000 and 100,000 UAH in cash, alongside an annual salary of just 10,300 UAH.
By the 2019 declaration, her reported cash holdings had reached $284,000. Over three years, her declared cash reserves increased by $274,000—a 28.4-fold rise.

The notable increase in family assets coincided with Oleksiy Kucher’s rapid rise in Ukrainian politics. In 2019, the former Kharkiv attorney was elected to parliament with the Servant of the People party. Later that year, the Cabinet of Ministers approved his appointment as Head of the Kharkiv Regional State Administration, a post he held until late 2020. Kucher currently serves as Head of the State Regulatory Service of Ukraine.
Neither Oleksiy Kucher nor his wife has issued official statements regarding the origin of the declared cash funds.
