Roman Sytyk, a detective at the Territorial Directorate of the Bureau of Economic Security (BEB) in Volyn Oblast who was dismissed in late 2023 and reinstated in 2025, has come under scrutiny following a financial investigation. In a short period, the official’s family acquired new real estate and a premium BMW X5, despite their official declared income falling significantly short of these purchases.
Detective Roman Sytyk stepped down from his position in late November 2023 and submitted his final annual asset declaration. Throughout 2024, he was not in public service and therefore was not required to file a declaration, fully in line with current Ukrainian legislation.
However, this 2024 gap effectively served as a «blind spot,» leaving the family’s sources of funds outside the oversight of the National Agency on Corruption Prevention (NACP).
In 2025, Roman Sytyk was reinstated as a BEB detective. According to his 2025 asset declaration, his wife, Inna Sytyk—who has no official employment or declared income for either 2023 or 2025—purchased a 2015 BMW X5 for 1.3 million UAH.
That same year, the detective acquired a 44.3 sq. m apartment in the village of Lypyny near Lutsk for 2.33 million UAH through the state-subsidized «eOselya» mortgage program. The initial down payment amounted to 468,000 UAH, with an outstanding balance of 1.83 million UAH at the end of the year.
Meanwhile, the detective’s total legitimate earnings for 2023 and 2025 combined stood at approximately 1 million UAH (just over $20,000). The 2025 declaration also saw the disappearance of an apartment in Kovel previously owned by his wife in 2023; selling that property could potentially explain the 2024 vehicle purchase.
According to insider sources, a different vehicle was spotted at the Volyn BEB official parking lot in July 2026: a 2019 BMW X5 (G05) in the high-performance 50d trim. The license plate (KS1999SR) matches the one previously registered to his wife’s BMW. On the Ukrainian secondary market, this model trades between $50,000 and $65,000 (roughly 1.8 to 2.4 million UAH).
Upgrading to this newer model typically requires a price difference of at least $20,000. Combined with the apartment down payment of 468,000 UAH (around $11,500) and average renovation costs for new real estate (estimated from $20,000 upward), the family’s overall outlays far exceed their official total income, even without factoring in basic living expenses.
These findings raise serious questions amidst the ongoing structural overhaul and re-attestation procedures across the Bureau of Economic Security. It remains unclear whether the Internal Security Department of the BEB or the NACP has initiated an investigation into Detective Roman Sytyk’s financial standing and asset alignment.
