Dnipropetrovsk City Council member Kamil Primakov, representing the «European Solidarity» party, significantly updated his luxury car fleet between 2022 and 2024, listing declaration prices several times below market value. Contrary to anti-corruption requirements, the official also concealed the sellers’ identities and the exact value of an elite SUV leased by his wife.
This is evidenced by the official’s asset declarations, an analysis of which points to potential violations of financial reporting rules and incomplete disclosures.
Since the start of the full-scale invasion, Kamil Primakov purchased several vehicles at prices drastically lower than market averages:
Toyota Land Cruiser 200 (2017): Acquired in 2022 for 842,000 UAH (market value over 2 million UAH).
Toyota Land Cruiser (2022): Purchased in 2022 for 2.8 million UAH (market value starting at 3.5 million UAH).
Toyota Camry (2017): Declared in 2023 for just 50,000 UAH against a real market price of around 700,000 UAH. In 2024, the council member resold this car for 600,000 UAH.
Toyota Camry (2024): Bought in 2024 for 1.5 million UAH.
Additionally, since 2020, Primakov has owned a Lexus NX200 (2018), declared for 570,000 UAH—nearly three times cheaper than its market rate at the time.
In his submitted documents, the official omitted information about the sellers and exact transaction figures, which directly violates the National Agency on Corruption Prevention (NACP) transparency standards.
Special attention surrounds the assets of the council member’s wife, Oksana Primakova. Currently running a business in Dubai, she has been leasing a 2020 Mercedes-Benz G 63 AMG since December 2025. The actual market value of such a «G-Wagon» is roughly 7 million UAH, yet Primakov omitted its monetary evaluation in his filings.
The lessor of the luxury vehicle is LLC «Petrol Energy Company,» a firm owned by Primakov himself. Another notable connection involves the company’s former director, Viktoria Sabzayeva, who currently rents a Dnipro apartment to the Primakov family and has co-owned a 60 sq. m apartment with the council member since 2011.
