Detectives from the Bureau of Economic Security of Ukraine (BEB) conducted searches at a metallurgy plant in Brovary following allegations of systematic tax evasion by Alteh LLC and Braz LLC. The plant is linked to the business group of former Kyiv Mayor Leonid Chernovetsky, which includes current Kyiv City Council member Roman Yaroshenko, former council member Andriy Zayets, and businessmen Vyacheslav and Oleksandr Suprunenko.

While media reports first revealed the law enforcement action, neither BEB nor the Prosecutor’s Office has officially released details or results of the operation.

The tax evasion investigation could trigger a broader inquiry into the historical expropriation of the former municipal enterprise Kyiv Plant of Aluminum Construction Structures (KZABK).

The underlying scheme aimed to strip the city of Kyiv of a 122,000 sq. m real estate complex comprising eight facilities in Brovary, along with a land plot exceeding 26 hectares:

Installation of Loyal Management: Following Chernovetsky’s rise to power, controlled individuals were appointed to lead KZABK to manipulate financial flows.
Artificial Deficit Creation: As head of the Kyiv City Council’s Budget Commission, Roman Yaroshenko blocked municipal financial aid and support programs for the plant.
Mortgage Trap: Lacking budget support, the enterprise was forced to secure loans from Khreshchatyk Bank using its entire property complex as collateral, with no intention of repayment.

«Instead of receiving budget allocation, the municipal enterprise was forced to take bank loans backed by its entire facility. This launched the mechanism of artificial bankruptcy and subsequent asset transfer.»

As a result of the operation, KZABK’s assets were transferred to entities affiliated with the Suprunenko brothers, Yaroshenko, and Zayets through a chain of related companies, including Akira LLC, Krederi Group PJSC, and New Century Investments LLC.

Years of legal proceedings regarding Kyiv City State Administration officials ended in 2023 when the case was dismissed due to the statute of limitations. That same year, Kyiv’s Pechersk District Court lifted the seizure and transfer restrictions on the building complex.

Subsequently, the Antimonopoly Committee of Ukraine granted permission to Braz LLC and the General Investments Fund—both tied to the group—to acquire the assets of the former municipal plant. The recent BEB searches may renew law enforcement scrutiny over the property’s history.
