The State Audit Service of Ukraine has filed five administrative offense reports against Serhiy Prokopchenko, General Director of the state enterprise «Document,» over allegations of signing contracts worth more than 32.7 million UAH without required public procurement procedures.
According to audit findings, the enterprise head signed several IT and equipment contracts at the end of 2024 bypassing the official «On Public Procurement» law. The administrative reports were drafted under Part 6 of Article 164-14 of the Code of Administrative Offenses of Ukraine.
Auditors identified unauthorized contracts awarded to two corporate vendors for the State Migration Service (SMS):
Green Networks LLC: Contract No. 27-24 valued at 14 million UAH (12.6 million paid) and Contract No. 28-24 for 2.5 million UAH (1 million paid) for software and infrastructure related to the Unified State Demographic Register.
Alesta LLC: Three agreements (No. 31/24, No. 32/24, and No. 33/24) totaling over 16.2 million UAH, which were fully paid for server equipment, components, and installation services.
Financing for these contracts was drawn from a 5% allocation of DP «Document’s» net profit. Under Cabinet of Ministers Resolution No. 1454, these specialized funds are subject to strict legal spending rules, which auditors concluded were violated.
«Entering into these agreements in November–December 2024 without applying required competitive procurement procedures directly violates Part 10 of Article 3 of the Law of Ukraine ‘On Public Procurement’,» auditors noted in official findings.
Serhiy Prokopchenko’s tenure at DP «Document» previously drew public scrutiny over his active promotion of integrating the private payment system «Herts» into the enterprise’s financial workflows.
