The Shevchenkivskyi District Court of Kyiv has been unable to reach final decisions for over two years in two criminal proceedings involving Vitalii Beznosiuk, Director of the «Kyivmedspectrans» municipal organization, and his alleged accomplice, Yurii Klymenko. The officials are charged with the misappropriation and embezzlement of large-scale public funds (Part 4, Article 191 of the Criminal Code of Ukraine), particularly during procurement processes for ambulances and spare parts.

Episodes involving the procurement of vehicles and components are being investigated under case No. 761/1096/25 (separated from proceedings initiated in 2022). According to investigators, following the cancellation of an official tender process, officials entered into contracts under which significantly fewer parts were delivered than originally specified. Furthermore, a portion of the received goods failed to meet quality and originality requirements.

Despite the scale of damage to the city budget, the court proceedings have been plagued by constant delays:

Case materials regarding individual defendants were separated into distinct proceedings.
Judges repeatedly recused themselves from the cases.
The court issued dozens of procedural decisions, yet a review of the merits remains uncompleted.

Another case against the official (No. 761/21704/24), where the Kyiv City State Administration (KMSA) is designated as the victim, is similarly stalled. Vitalii Beznosiuk was served a notice of suspicion back in April 2024, receiving a personal commitment as a preventive measure.

Since October 2024, procedural decisions in this case have ceased appearing in the public Unified State Register of Court Decisions. Meanwhile, according to data from the «Judicial Power of Ukraine» portal, hearings were rescheduled at least 17 times following that date, with the next session set for June 2026.

«Nearly two years of procedural movement in the case remain essentially hidden from public court rulings, making it impossible to determine what specific procedural actions were taken by the court during this period.»

Both criminal proceedings share the same key defendants, serious allegations of property embezzlement, and a complete absence of any final verdict over a multi-year period.
