Oleksandr Minchenko, Head of the Motor Transport Department at the National Academy of Internal Affairs (NAIA), and his wife Viktoriia, who is also employed at the academy, have submitted an asset declaration revealing millions in assets, luxury vehicles, and substantial foreign currency holdings. According to the public declaration register, the family holds property with reported valuations that raise questions regarding alignment with market values.

In August 2023, Oleksandr Minchenko acquired a 181.1-square-meter residential property in Kyiv valued at 8 million UAH, along with a 21.2-square-meter apartment assessed at 800,000 UAH.

His wife, Viktoriia Minchenko, owns several additional properties:
A 61.3-square-meter apartment in Kyiv (purchased in 2020 for 999,000 UAH);
Two Kyiv apartments (44.4 and 47.8 square meters) acquired in April 2025, each reported at a value of 100,000 UAH;
Land plots in the Vyshhorod (nearly 1 hectare) and Brovary (0.12 hectares) districts of the Kyiv region.

The family’s vehicle fleet is registered under Minchenko’s wife. The fleet includes a 2018 Mercedes-Benz V250 acquired in August 2024 for a declared value of 764,000 UAH, and a 2019 BMW X5 purchased in May 2025 for 1.5 million UAH.

Official 2025 salary income from the NAIA totaled 663,500 UAH for Oleksandr Minchenko and 352,000 UAH for his wife. Additionally, the couple declared income from the sale of movable property (2.9 million UAH and 1.6 million UAH, respectively) and non-monetary gifts.

Liquid Financial Assets:

 

Despite modest balances in bank accounts, the couple declared significant cash holdings under joint ownership: 365,000 UAH, 272,700 USD, and 41,000 EUR.

An analysis of the filed data highlights potential red flags for the National Agency on Corruption Prevention (NACP). Specifically, the declared value of the two capital apartments acquired in April 2025 (100,000 UAH each) appears significantly lower than prevailing market rates for residential property in Kyiv.

Furthermore, the declared valuation of the Mercedes-Benz V250 falls below typical secondary market offers for the model, while the accumulation of over $270,000 in cash reserves presents a potential mismatch relative to the family’s historical official income streams.
