In June 2026, law enforcement officers searched the residence of Vasyl Veselyi, an adviser to the chairman of the supervisory board at state-owned Sense Bank, whose voice appears in high-profile audio recordings regarding political influence over bank appointments. Simultaneously, his brother, Andriy Veselyi, controls a one-third stake in the strategic petrochemical enterprise Karpatnahatokhim. Despite criminal proceedings under money laundering statutes, registered historical ties to Russian owners, and discrepancies in reported income, neither individual has been placed under sanctions.

A primary connection between the brothers’ commercial interests is the Drohobych-based company LLC «BRATY» («BROTHERS»), capitalized at 15 million UAH. Currently owned solely by Andriy Veselyi, public registry history shows a entry marking the removal of Vasyl Veselyi as a ultimate beneficial owner. Additionally, according to Opendatabot records, the firm carries a designation indicating past ownership ties to entities from the Russian Federation.

A shared physical address at 5-V Tyutyunnyka Street in Kyiv serves as another corporate bridge. Three entities associated with Vasyl Veselyi and Andriy Veselyi’s investment fund, «Herion World,» are registered at this location.

«An individual whose voice appears in wiretap transcripts regarding the composition of a state bank’s supervisory board, and his brother, who controls a third of a strategic petrochemical plant, remain free of any sanctions as of August 2026.»

Vasyl Veselyi, who previously held positions at Ukrposhta and served as a parliamentary assistant, received nearly 2 million UAH in 2024 from state-owned Sense Bank for «consulting services.» However, executive leadership at the bank has been unable to clarify the specific nature of these services.

In June 2024, his brother Andriy acquired a 33% stake in CJSC Karpatnahatokhim for 35 million UAH. Financial records indicate a disparity between this purchase price and his officially declared earnings over the past 20 years, which total 1.87 million UAH.

Investigative records highlight a recurring pattern of ownership changes across companies linked to Vasyl Veselyi. Entities such as the «Kyivpidzemshliakhbud» concern, LLC «Bas-Invest,» and LLC «Ukrtunelbud»—which previously secured municipal tender contracts with Kyivvodokanal and Kyivavtodor—show records of Vasyl Veselyi’s former status as a founder or beneficial owner being removed.

On June 10, 2026, law enforcement authorities executed search warrants targeting Vasyl Veselyi under Article 209 of the Criminal Code of Ukraine (legalization/money laundering of proceeds from crime). Official charges have not been announced, and no sanction measures have been imposed by the NSDC, OFAC, or European authorities against either brother.
