Oleksandr Minchenko, Head of Department at the National Academy of Internal Affairs (NAIA), has added another premium vehicle to his family’s collection. On June 26, 2026, the official acquired a 2020 Mercedes-Benz V300d van. However, what drew the most attention from analysts was the deal’s declared value of 1.33 million UAH—a figure that significantly conflicts with current automotive market standards.

The elite minivan was purchased from the limited liability company «Modal» (EDRPOU code 45466713). According to monitoring data from specialized Ukrainian automotive marketplaces, as of June 2026, the market price for a comparable 2020 Mercedes-Benz V300d ranged between 2.5 and 4 million UAH, depending on mileage, equipment, and condition.
Consequently, the 1.325 million UAH declared by Minchenko appears to be understated by at least half—and up to two-thirds compared to higher-end trims. Such a drastic price discrepancy typically raises red flags for financial monitors, as it may point to tax optimization schemes or hidden expenditures.
The June acquisition of the Mercedes-Benz V300d is only one chapter in the systematic upgrading of the official’s family fleet over recent years. A substantial portion of these high-value vehicles is registered to Oleksandr Minchenko’s wife:
Mercedes-Benz V250 (2018 model): Acquired on August 2, 2024. The reported value based on the latest monetary valuation was 764,000 UAH. Similar to her husband’s recent purchase, this amount was noticeably below the prevailing market price at the time.
BMW X5 (2019 model): Registered on May 23, 2025. The vehicle’s declared price stood at 1.5 million UAH, which generally aligned with market rates for pre-owned crossovers of that series at the time.
This acquisition of luxury transport at heavily discounted prices comes on the heels of recent legal proceedings involving the NAIA department head. Minchenko was previously implicated in an investigation regarding false asset declarations for the year 2022.
In April 2026, the Solomianskyi District Court of Kyiv officially found Oleksandr Minchenko guilty of committing the administrative offense. However, the official escaped legal penalties after the proceedings were closed due to the expiration of the statutory period for imposing administrative sanctions.
