Andriy Strokach, Deputy Head of the Department for Document Management at Ukraine’s Ministry of Internal Affairs, has submitted his annual asset declaration. The filing discloses a countryside house near Kyiv valued at 1.4 million UAH, new apartments, and a Tesla Model Y acquired at a price significantly below market value.
The details emerged from the official filings of the Unified State Register of Declarations. According to the documents, Strokach serves as the Deputy Head of the Incoming Correspondence Registration Division within the Ministry’s Document Management and Control Department. He resides in Brovary, Kyiv Region, alongside his wife, Tamila, and their two children, Nazariy and Olha.
The largest addition to the official’s real estate portfolio is located in the Brovary district. In May 2025, Strokach became the owner of a 189.6 m² holiday home valued at 1.4 million UAH ($34,000 USD) and an adjacent 1,450 m² land plot worth 100,000 UAH in the village of Zazymia. The declaration indicates that both properties were received as a gift from his father, Hryhoriy Strokach.
Additionally, in late 2024, the official purchased a 47.1 m² apartment in Brovary for 942,000 UAH. His family’s broader real estate holdings also include:
A 79.9 m² apartment in Brovary (owned by Strokach since 2016);
A joint ownership share in a 61.9 m² apartment in Brovary (held with relatives since 1997);
A 1,200 m² land plot in Zazymia registered under his wife’s name since 2018 (valued at 149.8 thousand UAH).
Another notable detail in the declaration involves the family’s transport. In September 2024, Strokach’s wife, Tamila, acquired a 2022 Tesla Model Y. The official declared purchase price was listed at 662,000 UAH.
According to automotive market benchmarks, this valuation appears extraordinarily low for a 2022 Model Y. Depending on condition and trim level, average market prices during that period ranged between 500,000 and 900,000 UAH higher. Strokach did not declare official usage rights to the vehicle.
Income and Liquid Savings
For 2025, Andriy Strokach reported an official salary of 796,000 UAH from the Ministry of Internal Affairs, along with 196,500 UAH in pension payments. He holds approximately 133,000 UAH across several domestic bank accounts. His wife, who works as a private notary in Brovary, declared no income for the reporting period.
Asset declarations of public officials remain under close public scrutiny and oversight by Ukraine’s National Agency on Corruption Prevention (NACP).
