The National Agency for the Prevention of Corruption (NACP) has identified inaccurate information amounting to 463,000 hryvnias in the 2024 declaration of Oleg Ganich, the first deputy mayor of Uman. A full audit of the document took place from April to June 2026 and revealed systematic errors in the sections on property, transport, corporate rights, cryptocurrency and bank accounts.

During the audit, the NACP established that the official had listed the value of a number of vehicles (including a Volkswagen e-Golf, a Setra S315HD-H2 and several Mercedes-Benz Sprinters) as ‘Not applicable’, although their actual value ranges from 20,000 to 333,000 hryvnias.

In addition, the official’s declaration did not include:

Corporate rights and beneficial ownership: a stake in ‘Vasen Aqua’ Private Enterprise, as well as his status as the ultimate beneficial owner of ‘Trans-Service-Group’ Limited Liability Company (100 per cent), ‘Logistikagro’ Limited Liability Company (100 per cent) and ‘Vasen Aqua’ Private Enterprise (50 per cent).
Cryptocurrency transactions: balances of USDT and ETHW on the Binance exchange, as well as incorrect data regarding the purchase of Bitcoin, Ethereum, Zilliqa and CORTEX. The total discrepancy in value for these items alone exceeded 6,800 hryvnias.
Bank accounts and income: over 90,000 hryvnias in accounts with PrivatBank and Universal Bank, as well as $9,000 which was transferred to the declarant’s daughter’s account.

Separately, the auditors noted that Ganich had mistakenly included the total value of cryptocurrency (over 8 million hryvnias) in the section on monetary assets, although, according to the declaration rules, crypto-assets are to be reported exclusively as intangible assets.

The total amount of discrepancies, 463,000 hryvnias, represents between 150 and 750 times the subsistence minimum for able-bodied persons. The NACP identified signs of an administrative offence in the official’s actions, as provided for in Part 4 of Article 172-6 of the Code of Administrative Offences (submission of knowingly false information in a declaration).

Over the past year, Oleg Ganich received 935,000 hryvnias in salary. The official also declared 300,000 hryvnias, 39,700 US dollars and 15,000 euros in cash.
