Vladyslav Turets, Deputy Chairman of the Kyiv City Council Standing Committee on Architecture, Town Planning, and Land Relations, has published his asset and income declaration for 2025. According to the filing, the official’s family earned over 4.5 million UAH in income, expanded their real estate portfolio with a new Kyiv apartment, and maintained substantial financial savings totaling approximately 16 million UAH.

During 2025, the council member’s family registered ownership of a new residential apartment in Kyiv spanning 46.2 square meters. The property, officially valued at 2.59 million UAH, was documented under his wife’s name.
Alongside the real estate, the declaration highlights a premium vehicle fleet used by the family:
Porsche Cayenne (2019 model year);
BMW X5M (2022 model year).
Vladyslav Turets reported a total annual income of 4.54 million UAH for 2025. Furthermore, the family’s aggregate liquid savings—comprising liquid cash reserves and bank accounts—are estimated at around 16 million UAH.
«The financial standing and asset holdings of officials presiding over municipal land management committees routinely attract heightened scrutiny from public watchdogs and investigative analysts.»
The declaration’s disclosure comes amidst broader structural shifts within Kyiv’s local governance. Public interest in the financial standings of land committee leaders spiked following «Operation Clean City,» a major investigation spearheaded by the National Anti-Corruption Bureau of Ukraine (NABU).
The law enforcement operation uncovered potential irregularities regarding municipal land allocation and urban development procedures. Consequently, heightened oversight by NABU has decelerated the standard pace of land-related decisions, putting the operations of the Kyiv City Council and its senior members under continuous monitoring.
