Serhiy Zdrobylko, head of the Customs Information Technology Department at the Volyn Customs Office, purchased a 2020 Mercedes-Benz GLC 300 crossover for 693,000 hryvnias. The source of funds for the vehicle purchase is listed as payments from Volyn Customs itself. The official made the corresponding changes to his declaration registry in June 2026.
According to the official notification of significant changes in financial status, the purchase of the car was financed in two installments. Specifically, on June 18, 2026, the official made a payment of 500,2 thousand hryvnias, and on June 22, another 193 thousand hryvnias. In total, these expenditures fully covered the declared value of the German car.
At the same time, market analysis suggests that the value of the property may have been understated in the documents. At the time of the transaction in June 2026, the actual market price of a used Mercedes-Benz GLC 300 (2020 model year) in Ukraine ranged from 850,000 to 1.05 million hryvnias. Thus, the declared value of the crossover was significantly lower than average market prices.
For the most recent reporting period, Serhiy Zdrobylko declared 792,000 hryvnias in salary received from the Volyn Customs Office. In terms of real estate, he owns a 62.3-square-meter apartment in Kovel, which he purchased back in 2005 for 78,000 hryvnias.
A significant portion of the family’s assets is registered in the name of the official’s wife, Lyudmyla Zdrobylko. She owns:
a 1,000-square-meter plot of land in Kovel;
a 43.5-square-meter apartment in Lutsk, purchased in 2022 for 497,000 hryvnias.
In addition to real estate and regular income, the family holds significant amounts of cash. According to the 2025 declaration, Serhiy Zdrobylko held 17,000 U.S. dollars in cash. His wife declared significantly larger savings: 39,000 U.S. dollars, 5,000 euros, and 48,400 hryvnias.
