After high school, Yevhen Balytskyi was forced by his father to repeat his path: Tambov Higher Military Aviation School, the army. By the time he finished his service, there were already family businesses and Yevhen changed various management positions at his father’s enterprises, but he could not even boast of any success. Yevhen had a lot of money, but no sense. The best place for such people is politics. In 1998, his father sent the younger Balytskyi to the Zaporizhzhia Regional Council to represent Melitopol. At the time, Vitaliy Balytsky was friends with Governor Kuratchenko and had friendly relations with the head of the Presidential Administration, Serhiy Lovochkin.
But we will talk about politics in another article. Now let’s analyze Yevhen Balytsky’s «commercial streak». Here’s an excerpt from an interview with Vlast Deneg magazine in 2013: «Is it true that you practice, let’s say, deliberate bankruptcy of enterprises due to the inability to pay debts?
— Sometimes we have to resort to bankruptcy proceedings. But not all our plants have gone bankrupt. The plain bearing plant went bankrupt, but I was not a shareholder there at the time.
The brewery was the same way, I was no longer a shareholder, we sold this structure, and only after that the new owner took out a loan secured by the brewery and drove it into bankruptcy. I ‘bankrupted’ the Avtohydroagregat plant, so to speak. In fact, it was the tax authorities who filed for bankruptcy: UAH 8 million of debt. And if you add up all the debts, it was about 40 million.
It was unrealistic to close the plant with this amount of debt. So we went through bankruptcy proceedings, liquidated the company and sold all the plant’s property. The new company bought the property of the bankrupt plant, otherwise it would have been dismantled for spare parts. Thus, we managed to repay most of the debts.”

“Did you really buy many companies with large debts?
— Yes. The economy of the holding is based on the fact that we buy a loss-making company, put it back on its feet and sell it.”
And so Yevhen admits that the family-owned plant Avtohydroagregat, or AGAT as it was sometimes called, had accumulated UAH 40 million in debts to suppliers, customers, and the budget by 2000. That’s where the truthful part ends.
OJSC Melitopol Plant Avtohydroagregat (USREOU 00231975) filed for bankruptcy, but there was no sale of assets. All of them were transferred to Melitopol Avtohydroagregat LLC (USREOU 30952117), which was established by the Balytsky family in 2000 with a charter capital of UAH 40 million. The creditors were simply “abandoned”. And Yevhen Balytskyi liked this “trick” so much that he repeated it several times. After all, he did not sell the brewery, but simply repeatedly bankrupted it himself.

Based on the above information, Yevhen Balytskyi was one of the active agents who created information occasions. His statements according to the described scheme were replicated in the hostile media and created the necessary picture for the Kremlin.

Letters on the hacked mail show that Yevhen Balytsky is involved in at least several “high-profile” scandals artificially created by the Kremlin.
The first topic is the protection of the Russian language.
Yevhen Balytskyi is the author of the draft Law of Ukraine on the Protection of the Russian Language. On February 17, 2017, a letter marked “Urgent: 1 TOP site” to a box signed by ‘Nina Martynova’. It has not yet been established whether this person exists or is just a fictitious name. But it is the person behind this mailbox who is responsible for posting information in the Ukrainian media. The link goes to the local Melitopol website, which is associated with Yevhen Balytskyi. And immediately, letters are sent to top Russian publications, such as Russia 24, marked “IMPORTANT” and with the same text. The only difference is that at the bottom it is additionally mentioned that the decision of the Melitopol City Council was supported by the Reniia District Council of Odesa Oblast.

Calls by Ukrainian businesses to restore economic ties with Russia.
A number of factories recorded a video message to Petro Poroshenko demanding that he restore economic ties with Russia. Later it turned out that some of the videos were simply edited from other campaigns. For companies that had long gone bankrupt and did not have a website, one-day websites were created, where similar appeals were posted.
Yevhen Balytskyi’s enterprises also participated in this propaganda campaign. At a plant owned by the father of the odious MP Vitaliy Balytsky, the MZPS recorded a video message from “plant workers”. The audience was addressed by the support group of Yevhen Balytskyi, which was regularly taken to the city council hall by Opposition Bloc members to disrupt the session meetings.
The next topic was granting Zaporizhzhia region a “special status”.

“I don’t consider it an enemy”: MP Yevhen Balytskyi refuses to call Russia an aggressor
Zaporizhzhia majoritarian MP, member of the Opposition Bloc Yevhen Balytskyi said on Pryamyy Kanal that he does not consider Russia, which occupied Crimea and part of Donbas, an enemy of Ukraine and an aggressor state.
Balytsky made this statement in the Razom program on Pryamyy TV channel.
At the same time, the Melitopol majoritarian agreed that Russia occupied Crimea and recognized it as illegal.

A week ago, the newspaper writes, Yevhen Balytskyi, his aide and Vitaliy Yarchuk, the director of the bankrupt AGAT plant, arrived at the Melitopol Plant of Motor Tractor Spare Parts located in Obilne. They were accompanied by two Rashists with assault rifles and one man in civilian clothes. They started talking to the security guard.
— There is an assumption that these people had already had an agreement with the guard before. Because he began to take them around the plant and show them bunkers with finished products. The very next day, a «people’s militia officer», Olena Bashakina, who had previously been caught taking bribes and was fired from Ukrainian law enforcement, arrived at the company. Under the occupation authorities of the Russian Federation, Bashakina was promoted. After Yevhen Balytskyi defected to Russia in February 2022, Russian media began to write praise about him:

In the pre-war period, Balytsky actively promoted his pro-Russian position, and on one of the TV channels he said that he would go to live in Russia and take Melitopol with him. In fact, in February 2022, he did just that.

It is worth mentioning that Balytsky represents Melitopol, a city in Zaporizhzhia, in southeastern Ukraine, in the Verkhovna Rada. He knows very well that his constituents spend tens of thousands of summers on the beaches of Crimea. He also listens to what the Crimeans are saying.
But for the majority of Ukrainian viewers, such confessions from the MP’s mouth are a sensation. After all, all the politicians in Kyiv call Crimea “occupied” and the Crimeans “dreaming of returning to the bosom of Ukraine.”

Restaurant with discounts for Russian military

The MP’s declaration states that on March 9, 2017, his wife Natalia Balytska acquired 100% ownership of a bus stop complex in Sevastopol with a total area of 166 square meters and worth more than 5 million hryvnias.
And since the occupied Crimea and Sevastopol are actually under the control of Russia and integrated into its legal framework, one can find such a company as 7th LLC in the Russian register of legal entities. It is registered in Sevastopol. According to the register, the company was established in November 2014.
The company’s founders are Natalia Balytska (60%) and Oleksandr Balytskyi (Yevhen Balytskyi’s eldest son) (40%), whose information was entered into the register on March 21, 2017.
In turn, according to the Russian register, the documents on the change of founders were submitted on March 13, 2017, only 4 days after the date indicated in the MP’s declaration. As for 7th LLC itself, the Russian register states that the company’s main activity is the operation of restaurants and food delivery services.

Son of Ukrainian MP celebrates wedding in Crimea under the tricolor
On August 29, 2015, the eldest son of the Ukrainian MP from the Opposition Bloc Yevhen Balytskyi celebrated his wedding in the occupied Crimea.

To Russia and Europe?
On July 2, 2014, Balytsky joined the parliamentary group “For Peace and Stability”. Two months later, on September 17, members of the deputy group attend a meeting of the State Duma of the Russian Federation. Balytsky was absent from the meeting, as he refused to attend. A day earlier, when the second reading of the lustration law was being voted on, Balytskyi did not vote for the bill. On that day, the Verkhovna Rada passed the bill.
On December 26, 2016, on Balytskyi’s initiative, a draft law “On ensuring state support for measures to develop, popularize and protect the Russian language and other languages of national minorities in Ukraine” was submitted for consideration. According to the SBU investigation, the introduction of the draft law was accompanied by payment by foreign customers.
However, Balytskyi does not always support the “Russian” side of the issue. He has repeatedly publicly expressed support for Ukraine’s aspirations to join the EU: “Even if we don’t sign the Association Agreement now, we realize that we have made a huge step that has brought us closer to European standards. We have come closer to European values, and it doesn’t matter whether the Association Agreement is signed, the main thing is to build Europe here, to create it in Ukraine. And signing the agreement is a matter of time. We will be in Europe in any case.”
On January 3, 2020, as an ex-MP, he gave an interview in which he said that Ukraine needed to “come to terms” with the loss of Crimea and Donbas. He explained that he often visits Crimea (his two sons are there, one for health reasons and the other for studying) and communicates with many Crimeans. He concluded that “Crimea will not return, and this idea should be formalized at the state level. Ukraine has done everything to prevent Crimea from returning… no one fought for it. It’s easy to fight miners in Donbas, of course, but no one fought for Crimea…”
BALYTSKYI: THE SLOGAN “GLORY TO UKRAINE” IS AMBIGUOUSLY PERCEIVED, IT WILL SPLIT SOCIETY
MP from the Opposition Bloc Yevhen Balytskyi criticized the idea to change the salute in the army to “Glory to Ukraine”. He expressed his opinion in an exclusive commentary for the NEWSONE TV channel.
In his opinion, this will only divide the society, which is already torn over language and religious issues.
Balytsky called Stepan Bandera a terrorist:
“The term ‘Glory to Ukraine’ is still ambiguously perceived in society… This splits society and introduces additional tension. Flirting with nationalists and ideas that are ambiguously perceived in society simply splits us, just as in the religious and language issues. This is a policy of separatism, dividing society into those who will accept and those who will not,” the MP commented.
He regretted that the Commander-in-Chief of the Armed Forces of Ukraine is engaged in “such nonsense” in terms of building the army.
Balytsky said he was categorically against changing the salute and that it was not the place to start.
“I believe that it would be better to direct efforts to create a powerful economic bloc so that the army is stronger, rather than engage in political fetishism,” he concluded.
Attempt to leave the state bank by taking a loan
And the icing on the cake: Balytsky’s attempt to “defraud” the state-owned bank of more than $2 million through the same fictitious bankruptcy for which he received a criminal case that has been under investigation since 2013. The case would be as follows: In 2008, Melitopol Plain Bearing Plant LLC (USREOU 31067353) took out a $3 million loan from the state-owned Ukreximbank. The property and buildings of the Avtohydroagregat plant were pledged as collateral. You know, the very same plant that the Balytskys allegedly sold off in 2000 to pay off their debts. The company did not repay the loan and filed for bankruptcy in 2009. And in 2010, the Mechanical Plant of Sliding Bearings LLC (EDRPOU 36969420) appeared, where all the company’s assets were transferred under the same scheme.
In 2017, the investigation of this criminal case was resumed. Yevhen Balytskyi’s reaction was quite expected — hysterical cries of “political persecution”.
Anti-corruption investigations
Balytskyi is involved in four corruption cases:
In the 2014 declaration, the MP failed to declare the company Ligion LLC, one of the owners of which is his eldest son Oleksandr (50% of shares).
Neither his wife’s declaration nor Yevhen’s own contains any mention of the five airplanes registered by his wife Natalia. Given the family’s declared income in 2013-14, there is no way that the Balytskys could have afforded to buy these planes in 2015. However, it is known that in June 2015, Natalia Balytska registered five Cessna Model 172 RG aircrafts in her name. The cost of one aircraft varies between 40-100 thousand dollars. One of the aforementioned aircraft was leased to the National Aviation University by Balytskyi at a price that was twice as high (for 3 months for UAH 3.5 million). But later, criminal proceedings were initiated, which resulted in a UAH 2 million reduction in the lease amount.
In Melitopol, members of the Opposition Bloc’s precinct commissions marked themselves with “red” ribbons. Observers have already taken pictures of all the “marked” representatives of former MP Yevhen Balytskyi and are preparing statements to be sent to the police.

Yevhen Balytsky’s property to be confiscated for tax evasion
In political circles at the time, the family court case was called a whitewash of millions.
The former MP of Melitopol, Yevhen Balytskyi, lost the case in the Supreme Court of Ukraine and is obliged to pay more than UAH 4 million to the budget. In case of non-payment, the executive service is obliged to seize his house and car. By the way, in the United States, Yevhen Balytsky would have been in jail for tax evasion long ago. The scandalous story of the Cessna airplanes, which according to the papers belong to the wife of Yevhen Balytskyi, MP from Melitopol, Natalia Mykolayivna, does not want to end. It started when the MP himself kept silent about his wife’s five planes in his declaration, trying to “hide” his movable property.
When the information about the planes did come out, Yevhen Vitaliyovych tried to save face by saying on one of the TV channels that he was a former officer and pilot himself, and saw nothing wrong with his wife’s planes being transferred to a flight academy. And that future pilots will be able to learn their honorable and difficult job on them.
Yevhen Balytskyi spoke about this so well that many people could probably think that the planes were almost donated to the academy. In his speech, the MP said that the cost of one such plane is 30-40 thousand euros. That is, at the current NBU exchange rate, a maximum of 1 million 140 thousand hryvnias.
According to absolutely official documents, the Balytsky family provided the Kirovohrad Flight Academy with a Cessna Model 172 aircraft for 900 flight hours. The transaction value is UAH 3 million 595 thousand 500. Yes, that’s not a typo. The amount of the deal is actually the cost of three aircraft of this model!
Anti-corruption activists suspect that the management of the Kirovohrad University has carried out an illegal transaction, causing serious damage to the state. The role of Balytsky’s planes in this scheme may have been completely accidental. However, neither the MP nor the actual owner of the aircraft could have failed to realize the full benefits of this deal. Therefore, it is hard to believe that what is happening is accidental.
The training plane that crashed with people in Kyiv belonged to Balytskyi’s family
Two people almost died in a plane that caught fire. The accident happened in Makariv district of Kyiv region. A light-engine training plane crashed and caught fire. According to available information, it belonged to the Balytsky family.
The State Emergency Service received information that a light aircraft of the Aviation Group training school had crashed in a field near the village of Nalyvaikivka, Makariv district, with subsequent combustion. Informator reports with reference to the State Emergency Service of Ukraine.

According to the available information, the light aircraft belonged to the family of the former MP from Melitopol, Balytsky. Speaking on central TV channels, Yevhen Balytskyi repeatedly boasted that he was allegedly developing the Ukrainian army, without modestly mentioning that he was doing so at the expense of millions of Ukrainian taxpayers by leasing his aircraft at a high cost. For example, in an agreement with the Kirovohrad Flight Academy, he leased an airplane worth about 40,000 euros (a little over a million hryvnias) for three months for 3.6 million hryvnias! In other words, he “helped” by paying off the cost of the plane three times in three months.
Yevhen Vitaliyovych did not mention in his eloquent speeches on TV the fact that the light-engine trainer aircraft he bought in Europe were actually junk from the 1980s.
Thus, according to the Nashi Hroshi publication, Yevhen Balytskyi’s wife Natalia Balytska registered five Cessna Model 172 RG aircraft in her name in 2015, Cessna 172 RGs worth half a million dollars.
The relevant information was published in the State Register of Civil Aircraft of the State Aviation Administration of Ukraine. All five aircraft were manufactured in 1980-1982.
As our journalists found out, the Aviation Group LLC training school, whose plane crashed on July 17, 2020, and caught fire near Kyiv, was registered in July 2014 in Kyiv. Its activities include mediation in aircraft trade. The documents state that the authorized person of Aviation Group LLC is Iryna Valeriivna Kochetkova.
It is known that it was Iryna Kochetkova who worked as an official assistant to Yevhen Balytskyi when he was a member of the Ukrainian parliament.

A scandal occurs at a meeting of the regional council

Are these not the same “formations” that the late Zhilin spoke about at the “Kharkiv congress”? “Give us weapons, arm us”?
The bills were subsequently rejected by the Verkhovna Rada committee, but the “formations” were de facto mentioned in the local press on September 21, 2016.

On November 3, 2016, during the voting for the draft law No. 3153 on the peculiarities of state control measures in the field of economic activity, the MP from the Opposition Bloc “button-pressed” for the fourth time, voting instead of the MP sitting to his right.

In November 2013, Balytskyi tried to return Serhiy Walter, who was then a defendant, to the mayor’s chair in Melitopol. But a week later, after a meeting with the head of the Melitopol City District Court, Viktor Fomin, and the head of the Zaporizhzhia Court of Appeal, Viktor Horodovenko, Balytskyi changed his position, refusing to rush to file a motion in Walter’s case. Soon after, he said that he did not care who would be the head of Melitopol.

Balytskyi, defending the entrepreneur, said that he had carefully read the documents before arriving. And without talking to the local authorities, he decided that the owner of the billboards had every right to install them. — In 2012, we bought a pilot school in Switzerland as a business. It took us years to transfer it to Ukrainian jurisdiction, and now it is complete,” says the MP. In his 2017 declaration, the MP’s salary is listed at UAH 265.2 thousand. Balytskyi’s wife Nataliia Mykolaivna easily “out-earned” Yevhen Vitaliiovych with her 3.9 million hryvnias of income from entrepreneurial activities. Still, it’s good to be an entrepreneur in Ukraine — not like being a member of the parliament.
