He was also the CEO of Kommersant Ukraine LLC. He was dismissed in September 2006.
Since March 2007, he has been acting as a media consultant to the Kyiv authorities of Leonid Chernovetsky.
In mid-2007, the City Council adopted a decision No. 791/1452 on the creation of one of the most odious structures of the city government, the Kyiv Media Holding CJSC.
It merged five municipal media outlets: the Khreshchatyk newspaper, Ukrayinska Stolytsia, Vechirniy Kyiv, Kyiv TV channel, and the Voice of Kyiv radio station.
Leonid Chernovetsky’s advisor on information policy and his chief PR manager at the time, Kazbek Bektursunov, was appointed its chairman. As it turned out later, for two years the holding existed only virtually: the merger into a CJSC did not even take place on paper.

An operational case
Kazbek Bektursunov is known for having twice brought the Russian Kommersant to the Ukrainian market. The first time, as general director, the newspaper closed with huge debts, including to its journalists. During the second appearance of the publication on the domestic market, Bektursunov unexpectedly became the director of Kommersant-Ukraine Publishing House and the owner of a 10% stake in the company, unexpectedly for the Kyiv correspondents of the Russian Kommersant. In an interview with the media, he said that he had received a personal invitation from Boris Berezovsky, the owner of the newspaper at the time.
The analytical note was written by employees of a foreign law enforcement agency. It is dated 2007. At the top is a header that indicates what tasks the analysis is aimed at:
“The process of creating a powerful information space in the information space of the capital of Ukraine, Kyiv, is observed. Kyiv is in the process of creating a powerful information monopoly. Inefficient, fragmented municipal media have long failed to meet modern media requirements. The main reason for this situation is the lack of a unified management strategy and a unified media policy.
2. On June 14, 2007, the Kyiv City Council, after massive lobbying by the current mayor, Chernovetskyi, decided to merge the municipal media into the Kyiv Media Holding CJSC, with the city retaining 51% of the shares, and the remaining 49% being owned by private investors. An analysis of the Kyiv City Council’s decision suggests that the list of private investors may be approved in the interests of one group, namely the group that has the majority of votes in the Council. At the moment, it is the Mayor of Kyiv L.M. Chernovetskyi 3. Kyiv Media Holding CJSC was headed by Kyiv Mayor’s media advisor K.S. Bektursunov. 1. Bektursunov K.S. has already come to our attention as one of the media consultants of Patarkatsishvili B.S., which later brought him closer to Berezovsky B.A. Business cooperation was established between them, and Bektursunov K.S. began to act on Berezovsky’s instructions. He was probably later sent to Kyiv to perform special tasks for Berezovsky’s criminal group. In particular, he made an unsuccessful attempt to launch the Kommersant-Ukraine project in Ukraine, where he was hired on Berezovsky’s recommendation. An analysis of Bektursunov’s activities makes it possible to state with absolute certainty that he still acts in Berezovsky’s interests. After working at Kommersant-Ukraine as a political technologist, he began working at the election headquarters of the Yulia Tymoshenko Bloc. 3. 1. Today, K.Sh. Bektursunov has an active influence on L.M. Chernovetskyi. He is able to pursue his interests through influential members of the current Kyiv mayor’s team and implement them at the national level. 2. Bektursunov extends his influence to some influential deputies from different factions both in the Kyiv City Council and in the Verkhovna Rada of Ukraine. 3. Bektursunov maintains contacts and ties with a number of popular journalists, especially those he can use for his own purposes, especially relying on the financial capabilities of the media holding created for him. Conclusions: 1. One of Berezovsky’s priorities remains the creation of an information foothold in the territories of the states bordering Russia, in particular in Ukraine. 2. Ukraine is implementing a gradual creation of a system of control over the media space of the capital. The system is being created in agreement with Berezovsky, as well as taking into account his future participation in it. 3. The control will be carried out by the forces and means of the Kyiv Media Holding CJSC and by a media consultant and political strategist K.S. Bektursunov, who is personally close to Berezovsky. Recommendations: 1. In order to eliminate the threats, intensify activities to neutralize Bektursunov K.S. 2. To create a situation in which he would become an undesirable figure in the environment of L.M. Chernovetskyi, to organize his compromise and isolation among his colleagues. 3. To check Bektursunov’s immediate environment in order to identify antisocial elements through which he could be compromised. 4. Particular emphasis should be placed on the moral character of Bektursunov, as this may be the most effective way to distance him from Chernovetskyi, who is extremely afraid of negative consequences for himself. 5. Eliminate all elements of support for K.S. Bektursunov from our representatives and cut off all contacts with him through the line of information exchange and cooperation. Signature is erased”
Accusations of pedophilia

For several weeks, Kazbek Bektursunov became a prominent figure in the media space. Not a “Churchill-esque figure,” but quite comparable in terms of the number of mentions to newsmakers of the first echelon of state power. Such high-profile fame, even if temporary and scandalous, seems to be completely out of character for an employee of the Kyiv City Hall. Neither his nominal positions as an advisor to the mayor and deputy editor of a municipal publication, nor his status as head of the mayor’s media holding, seem to give Bektursunov any reason to claim such wide media attention.
And the scale of the defendant’s actions cannot be compared to the grandiose games of the “national newsmakers” that are unfolding right before our eyes, in the political, economic and financial spheres. They do not even reach the achievements of Chernovetsky. But they are writing. And, if we are talking about online media, they write almost everything. In the format: “Who hasn’t pushed Kazbek yet? Don’t crowd, take a turn!”
We will examine in detail the dizzyingly creative version of the alleged involvement of a certain “foreign law enforcement agency” in the “persecution” of our hero a little later. For now, let’s just note that no “security agencies” — neither domestic nor foreign, nor neighboring nor overseas countries — have ever managed to unite the Ukrainian Internet against a single goal.
It is obvious that Kazbek Shamilovich has simply “got it”. All of them. And for a long time and hard. And the formal pretext — a scandal involving blackmail and a relationship with a minor — is just that, a pretext. A catalyst that made it possible to release pent-up emotions.
The situation is quite unique: most of the authors who cover the vicissitudes of the incident do not hide their openly disgusted attitude towards the unsuccessful blackmailer and her accomplice. But at the same time, the “victim” of blackmail does not evoke sympathy.
But if Kazbek had been at least a little less odious, he would have received applause for the mere fact that the subject of his vicious games was a fully mature, albeit 15-year-old girl. Or even a virgin. But still not a 10-year-old boy.
The case is indeed special.
Even against the backdrop of the total simplification and deprofessionalization of domestic journalism and the charlatanization of the “regiment of political technologists,” Mr. Bektursunov looks like something absolutely outrageous and exceptional.
This is just fantastic! Even the confession of the young blackmailer, which, according to the strategic «political-technological» plan, was supposed to completely whitewash Chernovetsky’s advisor, only added fuel to the fire, familiarizing the public with new details of Bektursunov’s various «fantasies.»
This is the highest class of modern political technology and image-making.
But a new revelation awaited the laughing audience. The Obozrevatel published a sensational story. Allegedly in defense of Bektursunov. Like, “the empire strikes back”. I wish it hadn’t. This is not even funny. It’s “hilarious”.
It turns out that there is a terribly secret paper — an “analytical note” drawn up by “employees of a foreign law enforcement agency. It is dated 2007”. In the note, the villain strongly recommends “in order to eliminate threats, to intensify activities to neutralize K.S. Bektursunov”. You know, to deprive Kyiv Mayor Chernovetsky of the powerful organizational, analytical and media support that K.S. is. Moreover, it is “recommended” to deprive him of it, placing “special emphasis” on Bektursunov‘s “moral character”.
I must say, this is a standard technique: “the enemies planted it!” Literally in the first lines, the author of the “note” proclaims: “The process of creating a powerful information space in the information space of the capital of Ukraine, Kyiv, is underway. Kyiv is in the process of creating a powerful information monopoly”. Well, who in their right mind could call the media holding of the Kyiv mayor a “powerful information monopolist” — this truly exceptionally “powerful” milking machine attached by Kazbek to Chernovetsky’s udder?
Strictly speaking, it is impossible to read this document as an “analytical note”. Because its entire content is a kind of self-deprecating clown show. Against the general background of which the presentation of heavily curated revelations of the victim of the sexual fantasies of the “great Kazbek” looks somehow pitiful — which is completely ridiculous after everyone has already read the full, uncensored version.
The “note” is of some interest only as a monument to morbid self-aggrandizement. It is interesting, for example, that when talking about the “activities of the defendant,” the unknown spy distorts them even more radically than the “testimony” of Anastasia Gennadievna Gozhenkova. Interesting details, such as the failure of almost all projects in which at least something depended on the “defendant,” are completely erased from the “activity.” The “note” does not contain interesting details of Kazbek Shamilovich’s parting with the Yulia Tymoshenko Bloc in 2002. His participation in the presidential elections in Russia in 2000 is also absent (Kazbek, by the way, worked for one of Putin’s headquarters. Putin’s headquarters. However, nothing depended on anyone there. And our hero worked in very minor roles somewhere in the Kalmyk steppes).
It is especially interesting that the representative of the “foreign intelligence service” presented the main and almost the only “guilt” incriminated to K.Sh. “guilt” the representative of the ‘foreign law enforcement agency’ names his close contacts with the disgraced Berezovsky. This might seem like another gross “gaffe”, since the London exile does not inspire any particularly bright feelings. But maybe this is not a “gaffe” at all, but a strategy. It is quite possible that the fable of closeness to the “great and terrible BaoBab” is the very “golden hook” on which Kazbek’s milking machine is attached to the udder of the main Kyiv “cosmonaut”.
By the way, there was no place in the spy “analytics” for K.S.’s activities under the omophorion of the legendary Pavlovsky… Of course, the mere mention of the great charlatan immediately suggests a “setup,” but is it decent to be so ashamed of your great teacher? After all, no matter what anyone says, Pavlovsky is a true genius in his profession. He is a charlatan! He introduced his own word into science. More precisely, three words. He made the term “neuro-linguistic programming”, the so-called NLP, available to the general public. That is, all the techniques and methods that are part of this sacred concept for any image maker have been known for centuries. But now there is a name for them, which has significantly added to the vocabulary of political technologists.
In essence, Kazbek found himself in the oppressive position of a charlatan who had long been selling the Philosopher’s Stone, and now he tried to test the “magical effect” of a witchcraft potion of his own making.
The test fails. But it would be hypocritical to condemn the Oboz management for publishing this lengthy quasi-spy cranberry.
By the way, this whole story leads to an extremely interesting conclusion in practical terms. The unique mediocrity of the attempts to «save» the outstanding organizer and technologist Kazbek Bektursunov once again shows that last year’s re-enthronement of Chernovetsky in Kyiv cannot be attributed to political technology innovations. Chernovetsky’s victory had only two components. First, the notorious «buckwheat» in the broadest sense of the word. And, secondly, the direct sabotage of the election by the head of the election headquarters, Gubsky, and the Yulia Turchynova Bloc candidate himself, who did not want to lose his position as first deputy prime minister.
According to the source, the Shevchenkivskyi District Department of the Kyiv City Police is conducting an investigation into the molestation of a minor, as the detainee allegedly claims that her relationship with Mr. Bektursunov began before 2008. According to the Kommersant newspaper, after interrogation, during which the detainee Anastasia G. reported that Mr. Bektursunov allegedly «forced her to have sex at the age of 14, and at 15 she had an abortion,» she was released on her own recognizance.
The suspect’s father told the newspaper’s correspondent that «the seriousness of the situation forced him to hide his daughter», and Bektursunov has not yet contacted him.
The extortionist was Roman Vladimirovich Kislov, born in 1977. In 1996, in Kharkiv, Kislov participated in terrorist arson attacks on Ukrainian patriotic organizations. After his arrest, he began to cooperate with the investigation and blamed all the blame on his accomplices. In 1999, the already loyal prisoner was released under amnesty to engage in political provocations as an agent: “Ukraine without Kuchma”, RNE, the Russian Bloc, and compromising materials.
During the court hearing, Roman Kislov admitted that he had acted in close coordination with Olena Melnyk, an employee of the press service of the Kyiv Department of the Security Service of Ukraine, during the preparation of the provocation. This is also evidenced by the fact that the Kyiv police released Kislov immediately after his arrest, which is a gross violation of the law. The website “Civil Prosecutor’s Office of Ukraine” was created under the auspices of a fake NGO “Committee for Assistance in Combating Organized Crime and Corruption”, which was supervised by Serhiy Filchashkin, a former adviser to the Deputy Minister of the Ministry of Internal Affairs of Ukraine and a longtime friend of Roman Kyslov. Filchashkin and Kyslov’s office was located at 17 Mykhailivska Street. Blackmailer Kislov chose a cafe at 6 Mykhailivska Street as a place of extortion. The entire criminal group was not brought to justice. Roman Kislov was sentenced to five years, but in 2011 his colleagues arranged for his parole. On the outside, the blackmailer continues to publish compromising material obtained from operational sources.

No sooner had the scandal related to the scam of Chernovetsky’s “spiritual mentor” Sunday Adelaja, who robbed his parishioners in the “pyramid scheme” of Kings Capital, been revealed than it became public knowledge that the journalistic community had long known that Chernovetsky’s “freedom of speech” adviser Kazbek Bektursunov was “fond” not only of heroin but also of child molestation. By the way, Bektursunov did not particularly hide his interest in minors, and even boasted about it. Suffice it to say that after Bektursunov was fired for stealing from Kommersant, he sat down to write a remake of Nabokov’s Lolita, titled Confessions of Viktor Kh.

The video recording of Bektursunov’s sexual “exploits,” which is currently being investigated by law enforcement, is likely to be just the beginning of exposing the late Roman mores that now prevail in Kyiv City Hall. Unless, of course, Bektursunov simply pays off law enforcement. It’s no secret that the mayor’s advisor has stolen at all of his jobs, but he has especially excelled as the de facto head of Chernovetsky’s media holding. This is evidenced, for example, by a house in Podil recently bought for $3 million. By the way, it is very strange that law enforcement agencies do not have any questions about such a rapid increase in the wealth of Bektursunov, a simple adviser to a simple Kyiv mayor. Or why they are not interested in the story of how Bektursunov robbed Kommersant.
“The editor-in-chief of the united editorial office of Kommersant Publishing House, Andrey Vasiliev, who was the editor-in-chief of the Ukrainian newspaper Kommersant in 2005-2006, answered the questions of the TC in more detail:
— “How do you assess the methods and results of Kazbek Bektursunov’s work as general director of Kommersant-Ukraine?
— Both the old and new owners of Kommersant Publishing House have shown extraordinary humanism by not initiating any proceedings against Mr. Bektursunov. Unfortunately, this was not my prerogative, because I am the editor-in-chief, responsible for the creative component of the publication. But a few years ago, I was the general director, and if everything Mr. Bektursunov did had happened under my watch, I would have brought a case against him, regardless of the owners’ opinion.
— What were the reasons for Mr. Bektursunov’s dismissal and why do you think it would be worthwhile to file a case?
— It pains me to talk about this, because when we worked together, I trusted this man. Moreover, I considered him my friend. I don’t want to be exposed to articles and defamation, but I’ll give you an example. Already knowing that he was going to be fired, Kazbek Bektursunov, using his official position, took out a personal loan for several thousand dollars from the then Raiffeisenbank Ukraine (now OTP Bank — TK). The guarantor was also he, Kazbek Bektursunov, as the general director of the publishing house. These documents are available at the bank. This is just one of the examples, quite small, believe me. But even this example is enough to judge a person’s decency. And he did not pay back the money, so now the loan is hanging on Kommersant. Because the CEO changes, but the brand remains… I can’t say any more, for God’s sake. Not because I don’t trust the esteemed Telekritika, but because I’m disgusted to talk about it.
— So Mr. Bektursunov has withdrawn from Kommersant-Ukraine’s shareholding?
— He has never been a shareholder. He could have been, of course, because he had the right to be. But he did not contribute the amount of money needed to become a shareholder. He should have contributed money — his own personal money — but either he simply did not have it, or he felt sorry for it… And giving interviews about being a shareholder was not a complaint. Don’t get me started on the fact that after he left, Kommersant was burdened with a lot of obligations to advertisers that no one knew about. “Kommersant, of course, covered these obligations, because in this case, the good name of Kommersant is more important than a showdown with the former CEO.
“Telekritika approached Kazbek Bektursunov for comments on the role he plays in the capital’s municipal media and unexpectedly received a counter-offer to conduct an exclusive interview. The conversation, which was recorded on a dictaphone, turned out to be interesting and informative, but when the text of the interview was approved, Mr. Kazbek suddenly categorically refused to publish it. He was also not satisfied with the offer to edit his own answers, as well as the offer to agree to the use of some of his quotes in the editorial of the “TC”. Nevertheless, we are publishing selected quotes from this conversation because, in our opinion, the issue of the fate of the Kyiv media is of great public importance, these quotes deal exclusively with publicly important, not private, topics, and the person who calls himself the de facto head of the municipal media is a public figure and is responsible to society.
Having received the authority from the Kyiv mayor, Kazbek Bektursunov began to replace the acting heads of the municipal media appointed by the Kyiv City Council with his own people.
On January 23, Leonid Chernovetsky ordered the appointment of Dmytro Dzhangirov as acting editor-in-chief of the Khreshchatyk newspaper. Dzhangirov was the editor-in-chief of the newspaper ‘Monednevnik’ and co-host of the scandalous ‘However’ program. In addition, he is the husband of Kazbek Bektursunov’s sister and, according to “TK”, he collaborated with his agency Think Tank. After Dzhangirov’s appointment, the staff of the Khreshchatyk editorial office was reduced by almost half. ”
“Think Tank”
At the beginning of 2005, the Kyiv PR and marketing agency Think Tank, which specializes in branding and developing strategies for promoting brands and political forces in the Ukrainian market, began to form a new product with a brand name that is controversial in terms of its moral and ethical use, but is quite recognizable and promoted — Che Guevara.
In general, there are different points of view on the very nature of the term “think tank”, which is currently fashionable among political technologists, and which was used as a basis by creators Kazbek Bektursunov and Pavel Karaychentsev. But the basic approach is that a think tank is a corporation that has a specific (primarily moral and ethical) program of its own development, which it tries to promote regardless of who is currently in power and which political forces it is situationally betting on. Having received start-up capital in the market sector of promotion of Stoletov vodka and Tavria cognac, as well as media resources such as Kommersant-Ukraine (Berezovsky’s investment) and Playboy, the Think Tank’s leaders continued to consider themselves deprived of large orders for political consulting, support and information support for political projects in early 2005.
It is quite logical to assume that Bektursunov is now robbing the city treasury on an equally large scale.
And finally, about extortion. We doubt very much that the fact that Bektursunov’s victim tried to get compensation for moral damages from him should be qualified as extortion. In fact, this is still the most humane form of retribution. It would have been much more correct to castrate Kazbek so that he would not breed his own kind. Such an operation was not applied to Chernovetsky in time, and now we have Stepan. But seriously, it’s time for Chernovetsky’s perverts to undergo a course of re-education in Ukrainian prisons, and for us to stop electing freaks to power. We hope that it will happen.
Kyiv City Council’s demands
The Kyiv City Council Commission on Local Self-Government, Regional, International Relations and Information Policy recommends that the Kyiv City Council initiate the dismissal of Kyiv Mayor Leonid Chernovetsky and his information policy advisor Kazbek Bektursunov. The commission made this decision at its meeting, proUA reports, citing Ukrainian News. The commission also recommends that the Kyiv City Council initiate a further ban on the mayor’s information policy advisers from interfering in the activities of municipal media.
According to Yuriy Dmytruk, the secretary of the commission and a Kyiv City Council member from the Yulia Tymoshenko Bloc faction, the draft decision was agreed upon by 4 factions: the Yulia Tymoshenko Bloc, Vitali Klitschko’s Bloc, Lytvyn’s Bloc, and the Party of Regions.
Fraud with Heidegger’s translations
A son of the endless Kazakh steppes, a “cosmopolitan” and a citizen of Russia, Bektursunov became famous in the second half of the 1990s for translating the lecture notes of the German philosopher Martin Heidegger on Phenomenology and Transcendental Philosophy of Value (Kyiv: Cartel, 1996, 116 p.), which are included in volumes 56/57 of Heidegger’s collected works in German.
Apparently, feeling that his translation does not stand up to criticism (see Mikhailov’s negative review of it in Logos (Moscow, 1997, pp. 152-153)), Bektursunov resorted to scientific falsification. He decided to conceal his authorship of the translation and publish it (or free of charge?) with reference to Heidegger’s lecture notes, which were not yet known to science, written down by a fictitious student of Heidegger’s from Lviv, a certain Mandelbaum.
Under the name of the responsible editor, O. P. Shestak, Bektursunov prefaced his translation with a preface “From the Editorial Board,” where he misled the scientific community with information from Mandelbaum’s non-existent biography, references to non-existent materials from a scientific conference at Kyiv University, allegedly dedicated to Mandelbaum’s scientific work, and to its archive, from which the translation he published was allegedly taken.
Bektursunov’s name is not mentioned in the book itself, so only those people who worked at the Cartel publishing house can prove Bektursunov’s scientific falsification. Apparently, the name of the responsible editor, O.P. Shestak, is fictitious.
Kazbek is a “relative” of the well-known Kyiv journalist and political analyst Dmytro Dzhangirov: his sister Aida is married to the latter. During a debate on Radio Liberty, Bektursunova’s boss criticized her counterpart Medvedchuk for offensive cartoons (“The Great Race”) about Viktor Andriyovych, which are broadcast on the “man’s” channel 1+1.
The author of the cartoons is Dzhangirov, who served Tymoshenko “faithfully” for about three years and left her office on Lesya Ukrainka Square quite recently (either in late spring or early summer 2001) because of, as they say, permanent conflicts with the “national democratic wing” of Batkivshchyna. His place was taken by our Kazakh intellectual, who was working at the time in the Ukrainian edition of the Russian Kommersant.
It was in Bektursunov’s “department” that the idea of writing “something for the people” about the thorny path of Yulia Tymoshenko was born, which resulted in the shameful, absolutely wild, stupid and empty book “Unfulfilled Order” presented by the Muscovite Andrey Okara. But this is for plebeians.
For the “intellectuals”, a “group of philosophers” under the leadership of Bektursunov is currently creating a small political, economic, gender and cultural treatise of about two hundred pages, which will soon be published under the name of Yulia Tymoshenko herself. “Yuriy Burzhuy is not involved in this project. That’s for sure. But we will still laugh until we drop. In any case, people who have read the drafts of the future masterpiece guarantee this.
