Oleksandr Anatoliiovych Kachura – lawyer, Candidate of Legal Sciences, Member of Parliament of Ukraine of the 9th convocation, Deputy Chair of the Verkhovna Rada Committee on State Power Organization, Local Self-Government, Regional Development and Urban Planning, Chair of the Subcommittee on Adaptation of Ukrainian Legislation to the EU Law, and on the Fulfillment of Ukraine’s International Legal Obligations in the Sphere of European Integration.

Biography
Oleksandr Kachura was born on August 18, 1990, in the city of Konotop, Sumy region.
Education
Oleksandr Kachura finished school in his hometown. He has three higher education degrees.
In 2013, he graduated with honors from the Kyiv Polytechnic Institute, specializing in Law.
At the same time, he pursued a second higher education at the International University of Finance, specializing in International Management.
He also studied part-time at the Faculty of Philosophy of Taras Shevchenko National University of Kyiv, graduating in 2015 with a specialty in Political Science.
From 2013 to 2016, Kachura studied in the postgraduate program of Kyiv Polytechnic Institute named after Ihor Sikorsky.
In 2016, at the Research Institute of Informatics and Law of the National Academy of Legal Sciences of Ukraine, he defended his dissertation and received the degree of Candidate of Legal Sciences. Because of the early defense, he was dismissed from the postgraduate program.
He completed internships in the parliaments of the European Union.
From 2020 to 2022, he underwent military training at the Military Institute of Telecommunications and Informatization named after the Heroes of Kruty, receiving the rank of junior lieutenant.
In 2022, during Russia’s full-scale invasion of Ukraine, he took the oath of allegiance to the people of Ukraine and joined the volunteer territorial defense formation of the city of Sumy.
At the Kyiv School of Public Administration named after Serhii Nyzhnyi, he completed the author’s course “Ethical Leadership” by former FBI Director James Comey.
Career
Oleksandr Kachura got his first job in 2008, working as a locksmith at an industrial enterprise in his hometown Konotop after graduating from school.
Already in his second year of university, he began working in the legal field.
Since 2009, he worked as an assistant attorney, legal advisor, senior lawyer, and eventually began private legal practice.
In the later years of university, Kachura founded his own law firm, which in 2017 began operating under the brand “Kachura Lawyers.” According to the national professional legal publication Yurydychna Hazeta, the firm entered the list of leading legal companies in the country. Kachura himself was recognized as Lawyer of the Year 2018 by the Association of Lawyers of Ukraine.
Before becoming a Member of Parliament, he participated in the expert council of the Verkhovna Rada of the 8th convocation on amendments to the Criminal Procedure Code and was a member of the public council at the Ministry of Justice.
In 2019, he served as an external adviser to the Head of the Presidential Administration of Ukraine.



Public Activity
In 2012, he became the head of the All-Ukrainian youth organization “United Youth of Ukraine.” During the Revolution of Dignity, he registered and published a printed media outlet under the same name.
Since 2014, as a volunteer, he supported volunteer battalions in eastern Ukraine, including the “OUN” battalion.
In the first months of Russia’s invasion, he initiated and created the portal “Poriad”, which operates to help Ukrainians affected by the war. According to the independent journalistic business portal Mind.ua, the platform is among the TOP-5 “Useful services for internally displaced persons.”
Since the beginning of the full-scale invasion, he actively supports various units of the Armed Forces of Ukraine and the National Guard. He is most notably involved in supporting the 3rd Separate Assault Brigade, helping with recruitment.
He regularly visits frontline regions with humanitarian aid and has personally taken part in evacuating children to safe regions of Ukraine.
He is a member of the National Association of Lawyers of Ukraine and the Ukrainian Bar Association.

Member of several interparliamentary relations groups with the USA, UK, Argentina, China, Azerbaijan, and the Vatican.
Co-chair of the interparliamentary relations group with Singapore.
Together with Maria Mezentseva, co-chair of the inter-factional parliamentary association “Tribunal for Russian Aggressors,” aimed at creating a special tribunal for holding Russia’s military-political leadership accountable for the crime of aggression against Ukraine.
Author and co-author of over 200 draft laws and resolutions.

Public Positions
He defended sanatorium boarding schools from elimination and co-authored the law preventing their closure.
He publicly demanded the restoration of asset declarations for officials and voluntarily submitted his own during wartime before declarations were reinstated.
He voted for the whistleblower protection law.
He consistently advocated for abolishing parliamentary immunity and supported the corresponding law together with Halyna Yanchenko and Denys Monastyrskyi.
He criticized and called for the resignation of Minister of Economic Development Ihor Petrashko, accusing him of lobbying for the monopoly of “Tedis-Ukraine,” connected to Viktor Yanukovych’s circle.
He opposed the head of the State Property Fund Dmytro Sennychenko, accusing him of corruption schemes that caused significant budget losses. Sennychenko was put on the international wanted list in April 2023, and on May 8, 2024, the High Anti-Corruption Court arrested him in absentia.
He initiated the dismissal of Minister of Social Policy Maryna Lazebna, who was eventually removed.
Due to rising gas prices for households, he demanded the dismissal of the CEO of Naftogaz, who was fired on April 28, 2021.
He demanded the publication and reduction of salaries of ministers, officials, executives, and supervisory boards of state companies.
He supported small and microbusiness, opposed mandatory fiscalization, and defended the simplified taxation system.
He co-chaired the inter-factional association “Save FOP,” initiating a bill simplifying income accounting for sole proprietors.
After an attack on “Schemes” investigative journalists at Ukreximbank, he initiated appeals to law enforcement to investigate obstruction of journalism.
He supported an appeal demanding laws to strip banned pro-Russian party OPZZh members of parliamentary mandates.
He sent a parliamentary request to the Security Service of Ukraine regarding the singing of the Hungarian anthem by newly elected deputies of Syurtivska OTG in Zakarpattia.
He defended granting additional leave to military servicemen during wartime.
He supported the adoption of the Electoral Code with open lists.
He defended workers’ rights during business transfers.
He appealed to the Ministry of Economy to add luxury cars (Rolls-Royce, Ferrari, Lamborghini) to the list of vehicles subject to the transport tax in 2024; the ministry made changes, increasing tax revenues.
He criticized and exposed embezzlement at fortifications objects in the Sumy region. He filed complaints with the Office of the Prosecutor General, the Security Service of Ukraine, the National Anti-Corruption Bureau, the State Bureau of Investigation, and the National Police.
He spoke out in defense of Ukrainian farmers, calling on «Ukrzaliznytsia» to abandon plans to increase tariffs for the transportation of agricultural products.

He holds 50,303 UAH in bank accounts and 55,000 USD in cash.
According to his declaration, he and his family rent an apartment in Kyiv.
