The stolen wallet

Valentyn Nalyvaichenko seems to be a regular customer of the Hyatt. On March 8, 2008, an unfortunate incident happened to the head of the SBU there — his wallet was stolen. According to rumors, on the morning of March 8, Valentyn Nalyvaichenko, his wife and son (?) (it is known that Valentyn Nalyvaichenko has only a daughter) arrived at the hotel’s fitness center. The head of the SBU decided to swim in the pool and went to the locker room, where he was accompanied by two other guests from Russia. When he returned after swimming, he discovered that his wallet was missing. At the same time, his locker for personal belongings remained intact. The activities of Valentyn Nalyvaichenko’s party are probably not fully reflected in the party’s reports

The journalists of the CHESNO civic movement have discovered possible inconsistencies in the financial statements of the political party “Valentyn Nalyvaichenko’s Social and Political Movement ‘SPRAVEDVIST’ of Valentyn Oleksandrovych Nalyvaichenko with the requirements of anti-corruption legislation.

The analysts found that the party’s activities were not actually reflected in the party’s financial report. The party report does not contain information on:

1. all expenses for renting its Kyiv office at 143a Saksahanskoho Street (the party uses more space than it declares).

2. Data on the transfer in favor of DOM LLC (A-Print Publishing House), where the party newspaper was printed for the elections to the Perechyn community;
3. Expenditures on outdoor advertising;

4. Income and expenses of party branches of the party;
5. Expenditures on branded clothing, party flags used during the capital’s rallies.

The above circumstances may indicate a violation of anti-corruption legislation regarding the party’s activities (Violation of the procedure established by law for providing or receiving a contribution in support of a political party, Article 212-15 of the Code of Administrative Offenses of Ukraine) and the reporting of a political party (Submission of knowingly false information in the party’s report on property, income, expenses and financial liabilities, Article 159-1 of the Criminal Code of Ukraine).

In addition, liability for entering knowingly false information into official documents, other forgery of documents, as well as drafting and issuing knowingly false documents, is provided for in Article 366 of the Criminal Code of Ukraine.

SBU closes case on misappropriation of land in Brovary

The Brovary City Council actually gave businessman Viktor Polishchuk 94.67 hectares of land in Brovary on Kutuzova Street. Initially, local deputies voted to lease the land of the former Radio Transmission Center to 48 citizens for agriculture. Then, on the same day, they all transferred their plots to Inter-Profit Company LLC, which is associated with Polishchuk and his company Tehenergotrade LLC, Nashi Hroshi reports.

In April 2014, the SBU, headed by Nalyvaichenko, launched an investigation into the case. However, in January 2015, after Nalyvaichenko’s daughter was appointed to a position in Polischuk’s company, the SBU closed the case. Instead, the first deputy head of the SBU, Yuriy Artyukhov, asked the Brovary authorities to allocate more land for construction for the SBU. The developer was to be the same Viktor Polishchuk, who owns the company Tehenergotrade.

As the journalists of the Schemes program found out, since November 2014, the daughter of SBU Head Nalyvaichenko, Olha, has been working as the deputy head of the legal department of Tehenergotrade. She was appointed when her father was the head of the SBU. It was only after Valentyn Nalyvaichenko resigned as head of the SBU that the prosecutor’s office managed to seize 95 hectares obtained by Polischuk’s entourage.

Russian investigators suspect Nalyvaichenko of kidnapping journalists

Russian investigators suspect the head of the Security Service of Ukraine, Valentyn Nalyvaichenko, of organizing the kidnapping of LifeNews journalists Oleg Sidyakin and Marat Saichenko. This was reported by RIA Novosti.

“According to the investigation, Nalyvaichenko, acting in concert with the heads of the law enforcement agencies of Ukraine, using the forces and means of the SBU, organized the abduction of citizens of the Russian Federation who did not participate in the armed conflict — journalists of the LifeNews TV channel Oleg Sidyakin and Marat Saichenko during the armed conflict in Donbas,” Markin said.

According to him, the journalists were illegally detained on the territory of Ukraine, and the victims were “subjected to physical and mental suffering through systematic beatings and other violent acts.”

As it is known, the employees of the Russian LifeNews Saichenko and Sidyakin were detained in Kramatorsk in mid-May and accused of assisting militants.

Russia has imposed sanctions on Batkivshchyna MPs, and Valentyn Nalyvaichenko is no exception.

Ties to the CIA

The head of the SBU in 2013-14, Oleksandr Yakymenko, stated that, according to his information, Valentyn Nalyvaichenko was recruited by the US intelligence services when he was the Consul General of Ukraine in the United States. Nalyvaichenko called the case “ordered” and “schizoid”. While in opposition to Yanukovych, he said that he was on the list of those whom Yanukovych and the communists tried to put behind bars, after Yulia Tymoshenko and Yuriy Lutsenko. After the change of power in 2014, the new leadership of the Prosecutor General’s Office closed the case.

Russian intelligence officer at the head of the SBU

Then, contrary to the law on diplomatic service, Nalyvaichenko, without the appropriate education, gets a job at the Ministry of Foreign Affairs of Ukraine, then he is transferred to the Ukrainian consulate in the United States, and since 2004 Valentyn Nalyvaichenko has been Deputy Minister of Foreign Affairs.

Participation in the armed conflict in eastern Ukraine

Since the beginning of the armed conflict in the southeast of Ukraine, the SBU, headed by Nalyvaichenko, has been involved in the military conflict. Members of the SBU’s special forces are directly involved in the fighting. During the operation, according to Ukrainian media, the SBU detained and neutralized a number of “spies, saboteurs and high-ranking militants.” Valentyn Nalyvaichenko periodically reports on the SBU’s exposure of Russian spies, terrorists and separatists who are detained and neutralized throughout Ukraine.

Immediately after the Malaysian Boeing was shot down in the Donetsk region on July 17, 2014, Valentyn Nalyvaichenko stated that the plane was destroyed by the Russian military using a Buk anti-aircraft missile system.
On December 19, 2014, the Investigative Committee of the Russian Federation opened a criminal case against Nalyvaichenko. He is suspected of defamation, organizing the use of prohibited means and methods of warfare, obstructing the legitimate professional activities of a journalist and kidnapping.

Deputy Andriy Kyslynsky

In July 2009, People’s Deputy from the People’s Self-Defense Bloc Hennadiy Moskal stated that Valentyn Nalyvaichenko’s deputy, Andriy Kyslynsky, was involved in pimping in Luhansk region in the 1990s. In this connection, the deputy head of the SBU appealed to the court, and his agency appealed to the Prosecutor General’s Office to check the facts of illegal actions of Ukrainian law enforcement officers who allegedly illegally collected information about the deputy head of the SBU’s personal life.

Moskal soon found a new stain in Kyslynsky’s biography. In response to the politician’s deputy appeal of August 27, 2009, the Presidential Secretariat provided a copy of Kyslynsky’s diploma from his personal file on obtaining the qualification of «historian» and «teacher of historical disciplines» in the specialty «History». The diploma is dated June 30, 2000. At the same time, Moskal appealed to the archive of the Taras Shevchenko National University of Kyiv, where, based on a check of the rector’s orders to graduate students of the Faculty of History, it was reported that Kyslynsky did not study full-time from 1995 to 2000 and part-time from 1994 to 2000, and the number and series of the diploma, which the parliamentarian was informed about in the JV, were not indicated in the books of registration of diplomas.

Nalyvaichenko himself explained that the apartment was given to his wife Olena Ivanivna by her father, but this statement does not refute the obligation of the official submitting the declaration not to indicate such information.

In 2015, Valentyn Oleksandrovych’s daughter received 4 land plots as a gift on the same day, and his wife received another one.
The total area of the gifts is more than two hectares. All the plots were given to the Nalyvaichenko family by the Babych family. It turns out that this is the maiden name of Nalyvaichenko’s wife, Olena. The relatives of Nalyvaichenko’s wife also received these plots free of charge from the state through privatization just as Valentyn Oleksandrovych was first heading the SBU during the presidency of Viktor Yushchenko.

Moreover, Nalyvaichenko’s father-in-law even managed to get two plots of almost two hectares each with the same purpose — for personal farming. Ivan Trofymenko, managing partner of the law firm, notes that this is illegal. “In fact, this is a violation of the current legislation, as the law provides for the limits of free privatization. Ties to Firtash

As an MP, Nalyvaichenko did not do anything special during Yanukovych’s presidency, except for his surprising appearance at Firtash’s “Days of Ukraine in the UK” event in London.

And this year, when I became an MP, I received evidence that Nalyvaichenko used his position as head of the SBU to settle scores with Firtash’s commercial competitors.

In particular, we are talking about a US businessman who was banned from entering Ukraine by the SBU. I have no right to disclose the name of this person publicly, as it is contained in documents under a special stamp.

It happened on July 25, 2014, when the businessman arrived at Boryspil airport, and the State Border Guard Service refused to allow him to cross the border of Ukraine without giving any reason for the ban.

Subsequently, the SBU responded to the lawyer’s letter by stating that the information that served as the basis for the decision to ban him from entering Ukraine was a state secret.

This was despite the fact that the entrepreneur, in accordance with the Law on Immigration, had privileges to enter Ukraine as a person who had made a foreign investment in the Ukrainian economy worth more than $100,000.

In fact, the American citizen was denied entry because Firtash had seized one of the US citizen’s businesses, and the Security Service was helping the oligarch eliminate his competitor.

It is outrageous when the intelligence service of a country at war is involved in blocking the entry of a US citizen so that Firtash can safely manage seized assets — this goes beyond all bounds! And this happened at the hands of Nalyvaichenko, who for several months did not provide any information on this case (despite having a security clearance of all categories) — until I had to send a request through the Verkhovna Rada.

Saakashvili and Nalyvaichenko

In 2017-2018, Valentyn Nalyvaichenko publicly defended Mikheil Saakashvili, as he believed that the prosecution of the former Georgian president in Ukraine was illegal and unfounded.

On September 10, 2017, he and Saakashvili took part in a breakthrough across the Ukrainian border, bypassing the checkpoint. In December, the court fined Nalyvaichenko UAH 3,400 for illegal border crossing.
