Mulyk Roman Myronovych
Official biography
Roman Mulyk is a native of Ivano-Frankivsk. Despite his experience in the high-profile Party of Regions, he is better known as a current MP from the mono-majority Servant of the People party. And soon, perhaps, as one of the biggest corrupt officials of our time.
Family.
Roman Mulyk is married (his wife is Olena). The couple has a daughter and two sons: Nina, Makar and Oleksandr.
Education.
The future MP received his secondary education in his hometown of Ivano-Frankivsk. He also received his first diploma there, having studied for five years at the Ivano-Frankivsk Institute of Oil and Gas as a land surveyor.
He also studied law at the National University of Odesa Law Academy.
Career and business
Before entering politics, Mulyk served as vice president of the Ivano-Frankivsk Boxing Federation.
His first contact with lawmaking took place in 2005. At that time, Mulyk was a pro bono assistant to Dmytro Voloshenkov, a Party of Regions member of the V convocation.
In addition, he was an advisor to the mayor of Ivano-Frankivsk in the field of business development.
When he ran for the Ivano-Frankivsk City Council in 2010, he was the CEO of the MOM construction company.
There is no detailed information about Mulyk’s non-political career online. However, it is known that the future MP was the executive director of Comfort-West IF LLC.
As a result of the elections to the Ivano-Frankivsk Regional Council of the VI democratic convocation, he became a deputy from the Party of Regions. Then, in 2014, Mulyk left the party.
After leaving political activity for a while, Mulyk was engaged in private business. His area of business is real estate leasing and operation.
In addition, he is a co-founder of the Housing and Maintenance District-Community Center LLC. The company’s area of activity is the management of a service cooperative (15B Novgorodskaya) and real estate.
In 2019, he ran for the People’s Deputy of the IX convocation from the Servant of the People party (73rd on the list, non-partisan). Following the elections, he was elected to the Parliament and became the Deputy Chairman of the eponymous faction. In addition, he was appointed Deputy Chairman of the Committee on Energy and Housing and Communal Services.
It is also worth noting that Mulik is the vice president of the Boxing Federation in his hometown.
Compromising evidence
Leaving the Party of Regions
The reason for leaving the Party of Regions faction was a picket organized shortly before by activists at the Valyazh restaurant owned by Roman Mulik. The purpose of the action was to demand that Mulik leave the Party of Regions.
Scandals, intrigues, investigations
Roman Mulyk in the Ivano-Frankivsk City Council was notable for his absence from the sessions. Although, like all «servants», he signed a memorandum of responsibility. It is known that Mulyk missed 305 meetings of the Verkhovna Rada.
According to Kurs, the history of this development has a trail of public resistance. In 2017, residents of the pedestrian Shevchenko Street tried to influence the developer and force him to reduce the number of storeys and change the facade of the building so as not to spoil the atmosphere of the historic street.
At that time, there was no high-rise building there. They appealed to the State Architectural and Construction Inspectorate to check the developer’s documents and complained to the mayor’s office. However, according to local media reports, the developer had all the necessary permits. A few months later, the mayor’s office even imposed a moratorium on the development of this street. According to the website of the elite residential complex, its construction is actively underway, and one of the buildings is at the final stage. As you can see, the number of storeys has not changed.»

In 2020, the media reported that MP Mulyk wanted to evict a library from a building in the center of Ivano-Frankivsk.
According to the Halytskyi Korespondent, according to Volodymyr Fedorak, head of the Department of Culture, Nationalities and Religions of the regional state administration, the IF-RENT Limited Liability Company approached the Ivano-Frankivsk Regional State Administration and the regional council and offered to exchange premises.
They offer their facility at 22 Pivdennyi Bulvar Street (non-residential premises of 1,586.8 square meters on the second floor, which is now a used clothing store), and in return they want to get space in the building at 12 Nezalezhnosti Street.
GK journalists report that IF-RENT was registered on January 24, 2020. Its main activity is the purchase and sale of its own real estate. The co-founder of the company is Roman Mulyk, who invested his own funds: 26.1 million (87%).
According to civil society organizations, the relocation of the library is an attack on Ukrainian culture. Natalia Pertsovych, an activist with the NGO “Community Matters,” said that the premises “on the first floor of the building, where theTsukernyacafe is located, were privatized first. There are also offices of the Servants of the People deputies there. We know why they need it. MP Roman Mulyk wants to take this room for himself,” she said, according to GK.
On May 29, civic activists held a protest against the possible privatization of the library building in front of the regional state administration. This exchange is proposed by the owners of the neighboring Kondyterska, who want to expand their business.
It is a monument of local importance. The residents of Frankivsk collected signatures from the community against such a move. They believe that the library will end up on the periphery and in a questionable location.
Members of the regional council have postponed this issue for now. In July, the Department of Culture of the Regional State Administration plans to bring this issue to the regional council again. As a reminder, the company that wants to “evict” the library belongs to Roman Mulik, a member of the Servant of the People party.
The new possible location of the library is on Pivdennyi Boulevard.
The historic building on a hundred square meters was originally built in 1896 by Krakow architect Teofil Wisniewski and engineer Karl Reger as a “Polish casino.”
Later, the famous pharmacy of Zygmunt Teodorowicz appeared here on the ground floor, which operated for almost a century. Today, the old pharmacy is the site of the well-known Odesa café and confectionery “Kondyterska”.
The former casino ceased to exist under the “first soviets”. In January 1940, the first radio station in the city was equipped here; after the war, the building was occupied by the House of Political Education. In 1979, the regional scientific and methodological center and the regional library for youth occupied its offices. These are the premises claimed by the company of MP Roman Mulyk.
Assistants from the past
MP Roman Mulyk (No. 73 from the Servant of the People party) is still using the services of assistants for free. Halyna Liakhovych and Tetiana Yarova help him on a pro bono basis. The latter has previously worked as an assistant to MPs of previous convocations three times: in the 8th convocation — to Oleksandr Dubinin (member of the presidium of the political council of the UKROP party, elected from the BPP), in the 7th convocation — to communist Oleksandr Hanchukov, and in the 6th convocation — to Ivan Plyushch (NUNS).
Declaration
According to the declaration submitted by Mulyk for 2019, the current MP owns far from modest real estate. He and his wife own:
- 8 non-residential premises with a total area of 3000 square meters
- 5 apartments (one entirely for Roman, one (in the capital) for his wife Olena and three more for the couple);
- 24(!) land plots (13 in Vyshhorod district, 7 in Vasylkiv district, 4 in Ivano-Frankivsk region);
- 1 commercial premises;
- 1 object under construction — a residential building with an area of 6000 square meters (owned by the previously mentioned Comfort-West-IF LLC).
The Mulik family has three cars and a jet ski:
- Porsche Cayenne 2008 (owned by wife Olena);
- BMW X5 2019 worth UAH 2,345,352 (owned by wife Olena);
- BMW X5 2016 (owned by Roman Mulyk);
- Bombardier GTXLTD 2007 (owned by Roman Mulyk).
In 2018, Roman and Olena earned more than UAH 1 million. In addition, they took out a loan from PrivatBank in the amount of UAH 200 thousand. They also received UAH 132 thousand for the alienation of real estate. What can we say about the family’s monetary assets — Roman has UAH 25 million in cash and UAH 50 thousand in his bank account.
In 2019, the couple’s total income from business activities again amounted to about UAH 1 million. On top of that, Roman’s deputy salary of UAH 158 thousand, as well as the “Additional Benefit” from the Servant of the People party in the amount of UAH 17.5 thousand. Income from the alienation of real estate increased to UAH 527 thousand. The family still has UAH 50 thousand in the bank account, but the amount of cash savings has decreased by UAH 800 thousand — now the family has UAH 24.2 million in cash.
It is worth noting that Chesno contacted the spokeswoman for the Servant of the People in writing (since it was not possible to contact Roman directly) to clarify the MP’s property listed in the 2018 declaration, in particular, the suspiciously large number of plots. The spokeswoman explained that Mulyk allegedly made a technical error in the declaration, which would be corrected. However, as we can see in the 2019 declaration, the number of plots has not decreased, but rather increased by one.
According to the State Land Cadastre, part of Mulyk’s land is intended for agriculture or gardening.
As for the 6,000-square-meter residential building from Comfort-West-IF LLC, this may refer to the apartment building at 65-67 Shevchenko Street in Ivano-Frankivsk, the construction of which is connected with Comfort-West-IF LLC. According to the register of real estate rights, Mulyk owns property rights to 10 apartments in this building.
Sanctions.
Russia has added almost all of the people’s deputies from the Carpathian region to its sanctions list. An updated list of Ukrainian citizens subject to special economic sanctions was published on December 11. Roman Mulyk was included in this list.
Summary.
It is strange how the Servants of the People allowed a person from the Party of Regions to join their party. This question is difficult to answer. But while we are thinking about the answer, Mulik is counting his “honestly” earned millions and planning to ruin Ukraine’s cultural heritage. Unfortunately, there are no more changes in his activities.
