Mykhailo Tytarchuk was born in 1984. He grew up in Chernihiv. He studied law at the National University of Tax Service in Irpin.
Career.
From 2004 to 2007, Mr. Tytarchuk worked at the Ukrainian Air Transport Company under the Ministry of Defense in Kyiv. At first, he was engaged in air transportation marketing, then headed the department of foreign representatives of the marketing and commercial department.
Since 2007, he worked as a project manager at the insurance company AVIKOS, and 2 years later he became the director of administration at SOREMI SA.
In 2015, Mr. Titarchuk entered politics as the head of the Bilhorod-Dnistrovskyi District State Administration. A year later, he was invited to the Cabinet of Ministers as a deputy minister. At the end of 2016, he became Deputy Minister of Economy of Ukraine.
Personal life and family
He is married and has a son. He had a brother, Volodymyr, who died heroically in eastern Ukraine in 2014.

The publication “04849.com.ua” noted that Mykhailo Tytarchuk, as the head of the Bilhorod-Dnistrovskyi District State Administration, acted in the style of his “patron” Mikheil Saakashvili — loud statements, generous promises and promises. We have written that Mykhailo Ivanovych has successfully paralyzed the work of many companies by refusing to register tax invoices. Thus, he is demanding 2% of the companies’ turnover for continued “cooperation” with the State Tax Service.
Among other things, more and more often the media reports that Mr. Tytarchuk has taken up another very lucrative topic — “hardship”.
By the way, according to the forecasts of investment analysts from JP Morgan, by the end of the year Ukraine may receive another tranche of a loan from the International Monetary Fund in the amount of up to $1.5 billion. This amount is comparable to the losses incurred by the Ukrainian budget due to one of the largest schemes related to the “twisting” of the value added tax. Recent published investigations suggest that the “twists”, for which the STS team, including Tytarchuk, is responsible, resulted in budget losses of almost UAH 42 billion (or $1.5 billion).
We have received information about Omega, which seems to have the same ownership structure as the Varus supermarket chain. Earlier, telegram channels have already written that this retail chain suddenly appeared among the exporters of sunflower oil. In this case, it has now become known that OMEGA has formed a suspicious tax credit worth about UAH 90 million. All in 2021.
According to data from telegram channels and a small investigation by MP and member of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, Marian Zablotskyi, the transformation of cigarettes and chicken carcasses into sunflower oil is taking place here, as we already know.
The operations ofS.K.S. LLC also attract attention. This company is well known from the investigative commission that investigated the facts of “twists and turns”. Back then, this company was mentioned in the investigations most often.
It becomes obvious that the same people continue to carry out the same schemes through the same companies. This is obviously possible only if the STS employees turn a blind eye to this, and the sources report who exactly and for what percentage turns a blind eye. We are talking about the leadership of the State Tax Service, and also about our defendant, who is not averse to making money both from the real sector and from fraudsters who rob the country’s budget, Mykhailo Tytarchuk.

In 2017, the politician declared a salary of UAH 842,404, as well as UAH 175,000 and $50,000 in cash assets. Among his valuable assets, Mykhailo Ivanovych listed only two branded wristwatches. His wife owns only branded watches and a Mazda Hatchback car. According to the declaration, the couple does not own any real estate. Instead, Titarchuk’s mother owns an apartment in Chernihiv, and his mother-in-law owns two houses, one of which is still under construction.

In April 2018, an article on the kompromat1 portal reported that the then Deputy Minister of Economic Development and Trade of Ukraine Mykhailo Tytarchuk posted a photo on social media in which he could be seen wearing a T-shirt from the Italian brand Gucci.
This was reported on the official’s Facebook page.
As you can see on the Internet, the cost of a discounted T-shirt like the deputy minister’s is $260.
This amount is more than twice the amount of the monthly minimum wage in Ukraine. As you know, at the time of 2018, it was UAH 3,723.
