Ukraine’s National Agency on Corruption Prevention (NACP) identified unjustified assets and inaccurate declaration data exceeding 1.2 million UAH belonging to Yurii Raltsev, the former deputy head of the Zaporizhzhia Regional Territorial Center for Recruitment and Social Support (TCC). Despite the corruption scandal, the officer was promoted to the rank of Brigadier General and is now attempting to remove investigative reports from Google search results using fake copyright infringement claims.

Details regarding the NACP investigation and subsequent attempts to suppress public information emerged from investigative reports and open public registry data.

During the audit of the former Zaporizhzhia TCC official’s asset declarations, NACP experts flagged a series of significant violations:
Unverified «Gift» to Father: Raltsev claimed he gifted 1.2 million UAH to his father in 2023, despite his official income allowing a maximum gift of 363,000 UAH. No supporting legal documentation was provided.
Unfounded Cash Increases: In his 2022 declaration, the official reported an unjustified cash reserve increase of 620,000 UAH.
Capital Real Estate: On April 12, 2023, the officer’s father, Oleksandr Raltsev, acquired a 50.7 sq. m apartment worth 1.99 million UAH in a residential complex on the Dnipro riverbank in Kyiv (Mykilsko-Slobidska St.). The NACP flagged these funds as unjustified assets.

Additionally, forensic evaluation by the Kyiv Research Institute of Forensic Expertise under the Ministry of Justice revealed that the military official’s family consistently understated the real market value of purchased vehicles and real estate. An Audi Q5 (2011 model) was declared as bought for 19,860 UAH against an actual market value of 737,500 UAH, while a Fiat Fiorino was declared at 26,980 UAH instead of its 235,870 UAH valuation. Raltsev’s father also acquired a house and two additional apartments in Kyiv and Zaporizhzhia in recent years.

Following the audit, the NACP established elements of an administrative violation (Part 4, Art. 172-6 of the Code of Administrative Offences of Ukraine) and unjustified asset accumulation. However, these findings did not impede the officer’s career progression.

By September 2025, Yurii Raltsev was promoted to the rank of Brigadier General while serving as Deputy Chief of Staff of the Land Forces Command of the Armed Forces of Ukraine.

Amid ongoing military leadership reshuffles in 2026, Raltsev initiated efforts to wipe negative coverage from the web. The former TCC officer’s declarations have already been removed from public access on the NACP database.

Concurrently, DMCA copyright infringement notices were submitted to Google demanding the removal of investigative articles about his assets. The claimant was listed as Kelly Pepper—a UK-based drum and bass singer-songwriter. Despite these removal requests, the primary audit findings remain part of the public record on the official NACP site.
