Iryna Mudra, Deputy Head of the Office of the President of Ukraine, and her domestic partner, National Bank of Ukraine official Pavlo Polyarush, declared over UAH 8 million in annual income alongside substantial assets. However, journalists have uncovered striking financial anomalies, including luxury real estate purchased at a 75% discount and properties registered under relatives living abroad.
According to financial declaration filings, Mudra and Polyarush reported a combined income of approximately UAH 8.1 million. Polyarush’s salary at the National Bank of Ukraine accounted for UAH 3.5 million, while the remainder comprised Mudra’s earnings from government bond investments, salary, property rentals, and interest.
Investigative interest focused heavily on real estate transactions within Kyiv’s elite «Aristokrat» residential complex:
In 2018, Pavlo Polyarush acquired a 90 sq. m apartment in the complex for roughly $30,000 (about $333 per square meter).
Just a few months later, Iryna Mudra bought a smaller apartment (55.7 sq. m) in the same building at market value—paying $77,000 (roughly $1,400 per square meter).
Note: In 2022, Polyarush purchased a parking spot in the same residential complex for $17,400. At that time, a single parking space cost the official more than half the value he officially declared for his 90-square-meter apartment four years earlier.
A significant portion of the couple’s assets is registered to close family members residing outside Ukraine:
Iryna Mudra’s mother: The 73-year-old Lviv region native, who currently resides in Israel, was gifted a nearly 70 sq. m apartment in Kyiv’s prestigious Park Avenue VIP residential complex.
Pavlo Polyarush’s mother: The 76-year-old owns a 57.4 sq. m apartment in the capital’s Avenue 14-16 residential complex.
Mudra’s 25-year-old daughter: Upon turning 18, she became the owner of a new Lexus RX (2017 model). She also holds title to a 138 sq. m house in the Kyiv region and currently lives abroad.
Media outlets have also repeatedly raised questions regarding Mudra’s potential Israeli citizenship, given her mother’s residency there.
Under Ukrainian law, state officials are strictly limited to holding single citizenship. Should allegations of dual citizenship be officially substantiated, it could serve as direct grounds for her dismissal from public office.
