Alona Lebedieva, the daughter of former Ukrainian Defense Minister Pavlo Lebediev, is attempting to legally overturn the NSDC sanctions imposed against her. Concurrently, her company, LLC «Plemzavod Atmanai,» located in the temporarily occupied territory of the Zaporizhzhia oblast, has officially registered in Russia’s Unified State Register of Legal Entities (EGRYL) and is paying taxes to the Russian budget. This information has been verified through Ukrainian and Russian corporate registries.

Alona Lebedieva is currently spearheading an active legal and public relations campaign. Case No. 990/152/23 is ongoing in the Cassation Administrative Court of the Supreme Court of Ukraine, where she is demanding the annulment of Presidential Decree No. 279/2023, dated May 12, 2023, which enacted personal sanctions against her. Thus far, her attempts to challenge the NSDC decision have been unsuccessful.
In parallel, Lebedieva publicly positions herself as a victim of corporate raiding and maintains a pro-Ukrainian stance. However, law enforcement authorities present a different narrative: the Security Service of Ukraine (SBU) has already seized her assets in absentia for financing actions aimed at forcibly changing or overthrowing the constitutional order or altering the borders of Ukraine.
Despite Lebedieva’s public statements, legal records demonstrate the integration of her business into the legal framework of the aggressor state. According to Ukrainian registries, she remains the ultimate beneficial owner of LLC «Plemzavod Atmanai» (Yakymivka raion).
«Plemzavod Atmanai» was among the first enterprises in the region to undergo re-registration under Russian law following the occupation, while actual control was maintained by structures linked to Lebedieva’s Aurum Group.
This transition allows the enterprise to conduct uninterrupted commercial operations in the occupied territory and legally fund the Russian state budget.
Alona Lebedieva inherited and significantly expanded the business assets of her father, Pavlo Lebediev. The former Minister of Defense fled Ukraine following the 2014 Revolution of Dignity, subsequently acquired Russian citizenship, and was a close associate of Viktor Yanukovych’s inner circle.

«Plemzavod Atmanai» is not the family’s only controversial asset tied to the aggressor state:
Svesky Pump Plant: Investigations by Trap Aggressor analysts and journalists from the «Schemes» program (Radio Liberty) revealed that this Aurum Group enterprise supplied products to Russian gunpowder factories over several years.
Aurum Group Holding: Despite the ongoing war and sanctions, key entities within the group continue to surface in investigations regarding cooperation with the Russian Federation.
Ukrainian law enforcement agencies are continuing to gather evidence within criminal proceedings to fully block the operations of the Lebediev family’s shadow assets.
