The High Anti-Corruption Court (HACC) has convicted the former General Director of the state-owned Pavlograd Chemical Plant, Leonid Shyman, and Commercial Director Valeriy Kyrylov for abuse of power that caused over 43.3 million UAH (approx. $1 million) in damage to the state. The verdict was officially announced by the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
Under the court ruling, former plant head Leonid Shyman was sentenced to 5 years in prison, banned from holding administrative or managerial positions for three years, and fined 17,000 UAH. Commercial Director Valeriy Kyrylov received 4 years and 3 months in prison, alongside a three-year ban on holding administrative positions and a 15,300 UAH fine.
Additionally, the court granted the prosecutor’s civil lawsuit, ordering the convicted officials to pay over 36 million UAH in compensation to cover the financial damage inflicted on the state enterprise.
«The defendants were found guilty of abuse of official position, which led to severe consequences for the state budget,» SAPO stated.
The case against the executives involved fraudulent sales schemes where plant products were sold at artificially low prices to controlled intermediaries, depriving the state of legitimate revenue. The verdict has not yet entered into full legal force, as the defense retains the right to lodge an appeal with the HACC Appeal Chamber within 30 days.
