The National Agency on Corruption Prevention (NACP) has uncovered false statements totaling ₴6.58 million in the asset declaration of Vasyl Ilnitsky, former director of the state enterprise «Chornobylpromenergobud.» Officials concealed the mass sale of real estate near Kyiv, prompting a criminal investigation into false declaration offenses under Article 366-2 of the Criminal Code of Ukraine.

According to the official investigation, on November 26, 2024, Vasyl Ilnitsky signed a package of contracts for the transfer of 12 apartments in the village of Vorzel, Bucha district. Each transaction included acceptance certificates and personal statements confirming full payment from the buyers.
The buyers included close family members — his daughter Ksenia Yaroshevych and wife Olha Ilnitska — as well as ten other individuals. Despite the transactions generating millions of hryvnias, this income was entirely omitted from his 2024 asset declaration. The NACP categorized the ten third-party transactions alone as concealed income worth ₴5.15 million.
In defense, the former state official claimed the sales actually occurred in 2025 and that he reported ₴5.7 million in a revised 2025 declaration. However, records reveal he submitted this revised filing only on April 23, 2026 — three weeks after receiving an official inquiry from the NACP. Because all primary contracts, certificates, and payment confirmations were dated November 2024, the agency rejected his explanation.
A significant portion of the unreported assets involved real estate transactions conducted by his wife, Olha Ilnitska. Ilnitsky attributed the omission of her assets to «strained family relations,» claiming she never informed him of her financial transactions.
The agency’s findings, however, directly contradicted his claims:
Land Plot in Bucha: In June 2024, his wife purchased a land plot for ₴201,000. Notary records submitted to the NACP contained a written statement from Ilnitsky signed on the exact day of purchase, granting explicit consent to buy the property using joint marital funds.
Unfinished Construction in Vorzel: In November 2024, Ilnitsky personally acted as the seller of property rights for his wife’s 49.1 m² apartment valued at ₴550,000, located on land registered under his name since July 2024.
Property Sale Worth ₴3.64 Million: In September 2024, his wife sold another Vorzel apartment. Ilnitsky again claimed ignorance, despite signing a notarized consent form on the day of the sale and having personally sold the property rights for that exact apartment to her in 2023.
In addition to the NACP audit, the Main Investigation Department of the National Police launched a formal criminal investigation on January 22, 2025. The investigation focuses on land plots with multi-apartment buildings where Ilnitsky transferred property rights through these identical contractual schemes.
Authorities have officially established indicators of deliberate false reporting in the official’s actions, which carries severe criminal liability under Ukrainian law.
